MONROVIA — The Ministry of Finance and Development Planning and the Liberia Revenue Authority on Friday opened a high-stakes technical review aimed at strengthening revenue projections for the draft 2026 national budget.
The closed-door sessions bring together fiscal experts to scrutinize current revenue performance, test the realism of forecasts, and identify strategies to expand collections — a process both agencies say is crucial to funding President Joseph Boakai’s ARREST Agenda for Inclusive Development.
Finance Minister Augustine Kpehe Ngafuan said the review is designed to ensure the budget is “fiscally sustainable and strategically aligned” with national priorities.
“The reward for effective service is the increased expectation to achieve more,” Ngafuan told the opening session. “We must remain focused and undistracted by criticism. These technical sessions on budget projections demand our utmost diligence, as our decisions will directly impact over five million citizens.”
Ngafuan praised the LRA’s leadership and other public servants “who shoulder the burden of shaping a national budget that affects the livelihoods of millions across all 15 counties.”
LRA Commissioner General James Dorbor Jallah lauded the collaboration with MFDP, saying it is vital to mobilizing domestic resources to meet ambitious development goals.
“While fully financing the ARREST Agenda has presented challenges over the past two years, this review allows us to reassess figures and craft proposals that will strengthen our revenue outlook,” Jallah said. “It’s not just about the numbers — projections must be realistic so government has the fiscal space to deliver on its promises.”
The sessions are reviewing each revenue stream against targets, adjusting forecasts in line with economic trends, and considering compliance measures and tax-base expansion. Officials say the exercise will guide policy choices for the FY 2026 budget, which is expected to be presented to the Legislature later this year.
