MONROVIA – The Liberian Senate has launched an investigation into Police Inspector General Gregory O.W. Coleman over the rising cost of Police Clearance Certificates, amid growing concerns that the fees are placing an unfair burden on ordinary citizens.
The decision, taken Thursday, April 16, follows a formal communication from Lofa County Senator Cllr. Joseph K. Jallah, who raised “serious concerns” about what he described as a steady and unexplained increase in the cost of the essential document.
Committees Mandated to Investigate
Plenary mandated its Committees on Defense, Intelligence, Security & Veteran Affairs and Judiciary, Human Rights, Claims & Petitions to probe the matter and report back with findings.
The committees are expected to invite Inspector General Coleman to provide a detailed explanation of the fee structure, including how the charges are determined and whether due process was followed in implementing the increases.
Essential Document, Rising Costs
Police Clearance Certificates are required for employment, travel, scholarship applications and other official processes, making them a critical document for thousands of Liberians.
Sen. Jallah warned that the increasing cost is disproportionately affecting students, job seekers and low-income earners who rely on the clearance to access opportunities.
What was once considered a routine and affordable service, he said, is now becoming a financial burden for many families.
Questions Over Transparency, Approval
The Lofa County lawmaker also questioned whether the fee hikes were properly communicated to the public or approved through appropriate legislative or administrative channels.
He stressed that public service fees must be guided by transparency and accountability, particularly when they directly impact citizens’ livelihoods.
“As representatives of the people, it is our duty to ensure that government institutions operate in a manner that is fair, transparent, and responsive to the needs of our citizens,” Jallah wrote. “The rising cost of Police Clearance raises questions that must be addressed in the interest of the public.”
Growing Scrutiny of Public Fees
The Senate’s action signals increasing legislative scrutiny over fees charged by public institutions, especially those tied to essential services.
For many observers, the outcome of the investigation could set a precedent for how government agencies justify and implement service charges going forward.
