Our findings show that the 2026 MCC scorecard was officially released on November 12, 2025, and has been publicly available on the Millennium Challenge Corporation website since that time.
According to the official MCC report, Liberia passed 12 out of the 22 indicators and failed 10 indicators. The MCC scorecard evaluates countries using independent third-party data sources across categories, including control of corruption, rule of law, government effectiveness, fiscal policy, health expenditures, education, and civil liberties.
Our review confirmed that Liberia did not meet the benchmark for 10 of the indicators assessed in the 2026 report.
