MONROVIA, Liberia — A new security institution aimed at combating motorcycle and tricycle theft while strengthening oversight in Liberia’s transport sector has officially been launched under the banner of the Liberia Motorcycle and Tricycle Security Service (LMTSS).
The body, established in 2024, has received formal recognition from both the Ministry of Transport and the Ministry of Justice through the issuance of operational certificates — a milestone supporters say marks a coordinated response to rising motorcycle-related crimes nationwide.
Responding to Rising Theft and Wrongful Arrests
Speaking at the launch, LMTSS Chief Executive Officer Abraham Kiazolu raised alarm over the increasing rate of motorcycle theft and its consequences for riders.
“Too many innocent cyclists have been jailed for motorcycles stolen by criminals that cannot be retrieved,” Kiazolu said, stressing the urgent need for a structured monitoring and recovery system.
Motorcycles and tricycles have become central to Liberia’s socio-economic landscape, serving as a primary mode of transportation for thousands and supporting operations across businesses and institutions. However, weak regulation, undocumented sales and the absence of centralized tracking systems have created vulnerabilities that criminal networks continue to exploit.
Toward a National Registration and Monitoring System
Kiazolu said LMTSS was created in response to growing concerns about unregulated sales and the lack of a comprehensive security framework in the sector.
The institution plans to work closely with the Ministry of Transport, motorcycle dealers and other stakeholders to implement a nationwide rider registration system beginning at the point of sale.
In addition, LMTSS aims to establish a centralized national database to track ownership and operational records, strengthen collaboration between security agencies and riders, and promote awareness on lawful operation, safety standards, non-violence and regulatory compliance.
Kiazolu emphasized that the service is anchored on principles of accountability, integrity, service, collaboration and discipline.
“These values will guide our operations as we seek to instill responsibility and transparency within the sector,” he said.
During its organizational and strategic development phase, LMTSS is building its administrative structure, designing frameworks for rider data collection and vehicle numbering, and formalizing partnerships with dealerships and relevant government agencies.
“Preparations are also underway to commence nationwide operations in line with government regulations,” Kiazolu added.
Government Reaffirms Commitment
Reaffirming institutional backing, a representative of the Ministry of Justice pledged the government’s full support for the initiative.
Speaking on behalf of the ministry, the deputy director for public safety said authorities remain committed to enhancing security and public safety across Liberia, noting that coordinated efforts within the motorcycle sector are critical to reducing crime and improving accountability.
Kiazolu also reaffirmed LMTSS’ commitment to working hand-in-hand with the Government of Liberia, security institutions and local communities to reduce theft, prevent wrongful arrests and ensure greater safety and accountability among motorcycle and tricycle operators nationwide.
A Critical Sector in Need of Reform
As Liberia continues to depend heavily on two- and three-wheeled transport for mobility and economic activity, stakeholders say the launch of LMTSS represents a potential turning point.
Supporters believe stronger oversight, improved data systems and structured collaboration between riders and government authorities could usher in a new era of discipline, transparency and public safety within one of the country’s fastest-growing transport industries.
