LRC Advances Housing Reform as Stakeholders Endorse New National Housing Authority Bill

Monrovia – Liberia’s efforts to modernize its housing sector took a significant step forward on Wednesday as the Law Reform Commission (LRC), alongside key government institutions, legal experts, civil society organizations, and development partners, validated the Draft New National Housing Authority (NHA) Bill.

The validation exercise, held at the Corina Hotel in Sinkor, marked a major milestone in the ongoing review and reform of Liberia’s housing laws, particularly the National Housing Authority Act of 1960, which established the institution more than six decades ago. The gathering brought together a broad spectrum of stakeholders to scrutinize, refine, and endorse the proposed legislation before it proceeds for further governmental and legislative consideration.

The initiative forms part of a broader effort by the Law Reform Commission and the National Housing Authority to replace outdated legal provisions with a modern framework capable of addressing contemporary housing challenges, including rapid urbanization, land management issues, affordable housing shortages, and infrastructure development. Under the leadership of its Chairperson and Chief Executive Officer, Cllr. Bornor M. Varmah, the Law Reform Commission has worked closely with the National Housing Authority to review existing laws and develop a more responsive legal framework to strengthen the institution’s mandate and operational effectiveness.

Cllr. Varmah said the proposed bill seeks to enhance institutional governance, improve service delivery, and create new opportunities for affordable housing development across Liberia. The legislation is also expected to provide the legal foundation for sustainable urban planning and housing policies that meet the needs of a growing population.

Stakeholders at the validation workshop welcomed the reform process, describing it as a timely intervention that could help address longstanding housing challenges while positioning the National Housing Authority to play a more effective role in national development. Once finalized, the draft bill will be submitted through the appropriate channels for consideration by the Government of Liberia and the National Legislature.

The validation of the proposed legislation underscores the government’s commitment to strengthening the housing sector and ensuring that Liberia’s legal framework keeps pace with modern realities and the housing needs of its citizens.
