RABAT, Morocco — The Liberia National Police and Morocco’s General Directorate of National Security signed a Memorandum of Understanding Monday establishing a formal framework for cooperation on counterterrorism, transnational crime and violent extremism, as Liberia moves to deepen its international security partnerships amid growing regional threats.
The agreement was signed during the 7th edition of the DGSN Open Days in Rabat by LNP Inspector General Gregory O.W. Coleman and Morocco’s Director General of National Security, Abdellatif Hammouchi.
Under the terms of the memorandum, the two institutions will collaborate across a broad range of security areas including intelligence sharing, specialized police training, border and migration security, counterterrorism operations, cybersecurity, forensic investigations and the deployment of drone and surveillance technology. The framework also provides for joint operations and professional exchange programs aimed at improving operational effectiveness and aligning Liberian policing practices with international standards.
Coleman said the agreement reflects a recognition that modern security threats are no longer confined by national borders and cannot be addressed by any single country acting alone. He said stronger international partnerships grounded in professionalism, rule of law and shared security interests are essential to meeting the evolving challenges both countries face.
The LNP described the partnership as a strategic step toward institutional modernization and stronger national security preparedness, and credited President Joseph Boakai’s administration with supporting efforts to expand Liberia’s international security relationships.
Both sides were careful to frame the agreement in terms that preserve national autonomy. The LNP described the memorandum as a non-binding cooperation instrument that fully respects the sovereignty, constitutional systems, national laws and institutional priorities of both Liberia and Morocco.
The police institution also expressed appreciation to the Liberian Embassy near Rabat and to Morocco’s security directorate for facilitating the agreement, which it said forms part of a broader effort to build a modern, accountable and internationally connected police service.
The LNP said deepening security cooperation of this kind will contribute not only to national stability but to investor confidence, economic resilience and the protection of citizens across Liberia.
