On May 7, Foday Massaquoi, a staunch critic of the government, claimed in a Facebook post that “the Boakai-Koung Administration failed 10 major indicators on the 2026 Millennium Challenge Corporation (MCC) scorecard”.
In the post, Massaquoi argued that while the administration continues to shape public opinion through speeches and propaganda, the international community has issued an “objective assessment of Liberia’s governance performance”. As evidence, he referenced the 2026 Millennium Challenge Corporation (MCC) scorecard.
The Millennium Challenge Corporation scorecard is an annual assessment tool used by the U.S. government agency MCC to evaluate countries’ performance in areas such as governance, economic freedom, and investment in people. The scorecard contains 22 indicators that help determine whether countries qualify for MCC development assistance programs.
The Claim

Rating Justification
To verify the claim, Local Voices Liberia searched online for the official 2026 MCC scorecard and reviewed Liberia’s performance indicators. Our findings show that the 2026 MCC scorecard was officially released on November 12, 2025, and has been publicly available on the Millennium Challenge Corporation website since that time.
According to the official MCC report, Liberia passed 12 out of the 22 indicators and failed 10 indicators. The MCC scorecard evaluates countries using independent third-party data sources across categories, including control of corruption, rule of law, government effectiveness, fiscal policy, health expenditures, education, and civil liberties.
Our review confirmed that Liberia did not meet the benchmark for 10 of the indicators assessed in the 2026 report.
While Massaquoi’s numerical claim is accurate, the evidence also shows that the scorecard was not newly released around the time of his May 7, 2026, Facebook post. Instead, the report had already been publicly accessible for nearly six months before his statement.
This additional context is important because Massaquoi’s post creates the impression that the assessment was a recent international judgment on the administration’s performance, when in fact the scorecard was published in November 2025.
Conclusion
The official 2026 Millennium Challenge Corporation scorecard shows that Liberia passed 12 indicators and failed 10 indicators.
Therefore, Foday Massaquoi’s claim that Liberia failed 10 indicators on the 2026 MCC scorecard is rated: Correct.
