PARIS — Liberia’s Ambassador to France, Dr. Teeko Tozay Yorlay, has begun discussions with C3Medical, a Paris-based international health consulting firm, about forming a partnership to enhance healthcare delivery in Liberia, especially for rural and underserved areas.
The discussions, held Wednesday at the Liberian Embassy in Paris, brought together Ambassador Yorlay and C3Medical Chief Executive Officer Jerome Soistier. Both sides agreed to pursue a collaborative framework aimed at addressing some of Liberia’s most persistent health challenges, including poor access to care in remote areas, limited cancer treatment capacity, and insufficient support for people with disabilities or post-war trauma.
The potential partnership will focus on expanding healthcare access through telemedicine, mobile health units, and decentralized service delivery models to reach underserved communities. It also aims to strengthen rehabilitation programs tailored to Liberia’s needs, addressing drug abuse, post-traumatic stress disorder, war-related injuries, and support for people with disabilities. A major focus will be cancer prevention and treatment, with plans to develop local capacity for awareness, early detection, and prompt care. When advanced procedures are unavailable in Liberia, the partnership envisions coordinated international care pathways that connect Liberian patients to medical institutions across Europe.
C3Medical, founded in 2011 and headquartered in Paris with additional offices in Casablanca and Shanghai, is known for its integrated “4.0 healthcare platform,” which merges medical expertise with innovative technology to improve healthcare delivery in areas with limited infrastructure. The company’s goal is to provide high-quality medical services at optimized costs in resource-scarce settings.
Ambassador Yorlay stated that the initiative supports President Joseph Boakai’s ARREST Agenda, which highlights healthcare as a key part of inclusive development. He stressed the government’s effort to build sustainable systems that protect vulnerable populations and update Liberia’s health infrastructure.
Soistier reaffirmed C3Medical’s commitment to developing strategies tailored to Liberia’s specific needs, stating the company is dedicated to providing innovative, cost-effective solutions in areas with limited medical infrastructure.
Both sides agreed to continue technical discussions, which could include a visit by a C3Medical delegation to Liberia to engage directly with health sector stakeholders. The talks, officials said, may ultimately result in the signing of a Memorandum of Understanding to formalize the partnership.
