MONROVIA — The Civil Service Agency (CSA) is accelerating efforts to decentralize government personnel services, with regional headquarters under construction in Bong and Grand Gedeh counties and plans for another facility in Grand Bassa County, as part of a broader initiative to reduce the burden on public employees who must travel to Monrovia for essential administrative services.

CSA Director-General Dr. Josiah F. Joekai Jr. disclosed the developments Tuesday, Oct. 13, during the Ministry of Information’s regular press briefing, outlining progress on infrastructure projects intended to bring human resource and personnel management services closer to government employees across Liberia.
Joekai described the decentralization initiative as a major public service reform designed to reduce transportation costs, improve administrative efficiency and ensure equitable access to government services, particularly for employees working outside the capital.
“For too long, government employees across Liberia have had to travel considerable distances to Monrovia to access basic human resource and personnel management services,” he said.
According to Joekai, the agency is working to end the longstanding practice by establishing regional facilities that can provide services traditionally concentrated at the CSA’s national headquarters in Monrovia.
He said the initiative is expected to improve the management of government personnel while reducing the time and financial burden associated with accessing civil service services.
Providing updates on ongoing projects, Joekai disclosed that construction of the CSA’s North Central Regional Headquarters in Gbarnga, Bong County, has reached the roofing stage, with roofing work expected to begin the following week.
“The complex comprises two major buildings: one dedicated to administrative offices and the other to conference and meeting facilities. The project also includes spacious parking areas and pedestrian walkways,” Joekai said.
He explained that the facility is strategically located behind the Bong County Administrative Building, making it accessible to government employees and other stakeholders in the region.
According to the CSA director-general, construction is progressing toward an anticipated completion and dedication by the end of December 2026.
Once operational, the headquarters will serve government employees in Bong, Lofa and Nimba counties, providing easier access to personnel management and other civil service-related services.
Joekai said the facility is part of the agency’s effort to establish functional regional service centers that can respond directly to government workers’ administrative needs.
In southeastern Liberia, Joekai reported progress on the construction of the CSA’s regional headquarters in Zwedru, Grand Gedeh County.
He said the foundation of the main administrative building is complete, while concrete work continues and construction of the foundation for the conference facilities has begun.
The agency expects to complete the project by the end of January 2027.
When completed, the Zwedru headquarters will serve Grand Gedeh, Grand Kru, Maryland, River Gee and Sinoe counties.
Joekai said the facility is expected to strengthen personnel management and improve the delivery of essential civil service services throughout southeastern Liberia.
The project is also intended to reduce the need for government employees in the region to travel long distances to Monrovia to resolve routine administrative and personnel matters.
Buchanan Headquarters Planned Under 2027 Budget
Meanwhile, the CSA has announced plans to establish another regional headquarters in Buchanan, Grand Bassa County, as part of its continuing decentralization program.
Joekai disclosed that the Grand Bassa County administration has offered the agency a two-acre parcel of land for the proposed facility.
“The agency will work closely with the Ministry of Finance and Development Planning to secure the necessary funding allocation in the 2027 national budget for construction,” he noted.
“The proposed Buchanan headquarters will serve Grand Bassa, River Cess, and Margibi counties,” Joekai added.
The director-general said the planned facility would further expand the agency’s regional network and improve access to government personnel services for employees in the three counties.
He maintained that developing regional headquarters is central to the CSA’s broader objective of creating a more accessible, efficient, and responsive civil service system.
According to Joekai, the decentralization initiative is intended to ensure that government employees, regardless of where they are assigned, can access essential administrative services without making repeated trips to Monrovia.
The projects in Gbarnga, Zwedru and Buchanan are expected to strengthen the agency’s regional presence as it continues efforts to improve personnel management and public service delivery across Liberia.
