MONROVIA— Liberia’s ongoing civil service reforms are gaining fresh momentum as increased government budgetary allocations under the Fiscal Year 2026 National Budget power a sweeping modernization drive led by Civil Service Agency (CSA) Director-General Dr. Josiah F. Joekai Jr.
The investment signals a renewed push to decentralize public service delivery, strengthen workforce capacity and modernize infrastructure across the country’s civil service system.
At the heart of the reform agenda is a major infrastructure expansion aimed at taking government services closer to the people.
The CSA is set to fully renovate and modernize its Western Region offices, a move officials say will significantly improve service delivery in that part of the country.
In a landmark development, the agency is also constructing its first-ever modern regional headquarters in central Liberia. The facility, located in Gbarnga, Bong County, will serve both Northern and Central Liberia, marking a major shift toward decentralized governance.
Recognizing persistent operational challenges, the CSA is investing in critical support systems to enhance efficiency.
The agency is procuring a 250 KVA generator to ensure reliable and sustainable electricity across its operations—an essential step in maintaining uninterrupted public service functions.
Additionally, the agency has acquired two new buses for staff transportation. Combined with an existing bus, the fleet now stands at three, alongside four additional vehicles designated for senior management use.
Officials say the move is intended to improve staff welfare, boost morale and strengthen overall institutional productivity.
Strategic Reforms Under Joekai’s Leadership
As the government’s central body responsible for human resources management, payroll administration and institutional reform, the CSA says it remains focused on implementing long-term, sustainable changes across the public sector.
Under Dr. Joekai’s leadership, the agency has outlined plans to enhance staff capacity, improve workplace efficiency and deepen reform efforts aimed at transforming Liberia’s civil service into a more responsive and results-driven institution.
Government Backing and Political Will
The CSA credited President Joseph Nyuma Boakai Sr. for what it described as steadfast support to the reform agenda.
The agency also acknowledged Finance and Development Planning Minister Augustine Kpehe Ngafuan for his continued role in strengthening public sector governance through sustained budgetary support.
Commitment to Sustainable Transformation
Despite ongoing challenges, the CSA says it remains focused and undeterred in its mission.
The agency emphasized that it is “not distracted” and will continue to pursue reforms aimed at creating a more conducive, efficient and productive work environment across Liberia’s civil service.
