Minister Gbeme Horace-Kollie called for adequate funding and stronger partnerships to implement the Gender Ministry’s 2026–2030 strategic plan.

MONROVIA — The Ministry of Gender, Children and Social Protection has launched a five-year strategic plan to strengthen protection and services for women, children and vulnerable families, and Minister Gbeme Horace-Kollie said its success will depend on increased funding, stronger partnerships and effective coordination.

“Implementation requires more than goodwill; it demands strategic investment, strong partnerships, and the collective determination to turn our priorities into practical outcomes,” Horace-Kollie said Wednesday at the launch at the EJS Ministerial Complex in Congo Town.

She said the 2026-2030 plan is designed to strengthen the ministry’s institutional capacity, improve public service delivery and advance gender equality, child protection, social inclusion and sustainable livelihoods. She said its success will require adequate resources, sustained political commitment, and the capacity to turn policy priorities into measurable results.

The plan prioritizes women and girls, children, persons with disabilities, older people and at-risk households. It seeks to strengthen protection systems, expand access to social services and promote sustainable livelihoods.

Horace-Kollie said the plan aims to move the ministry away from fragmented interventions toward an integrated, results-driven approach that aligns national priorities, institutional responsibilities, available resources, and measurable performance targets.

She said the plan will ultimately be judged by improvements in people’s lives, particularly greater protection and opportunity for women, stronger safeguards for children, better services for survivors, and a more responsive social protection system for vulnerable families.

Josiah F. Joekai Jr., director general of the Civil Service Agency, who launched the plan, commended the ministry for developing it and called it an important step toward strengthening the ministry’s effectiveness and advancing its national mandate. He pledged the agency’s support for improving staff welfare and building the ministry’s institutional capacity, saying a motivated and capable workforce is essential to effective public service.

Horace-Kollie reaffirmed the ministry’s commitment to working with government institutions, development partners, civil society, and the private sector to implement the plan. She thanked President Joseph Nyuma Boakai for his support and commitment to mobilizing resources for national development, and acknowledged the Ministry of Finance and Development Planning for its role in resource mobilization and fiscal coordination.

The launch drew government officials, United Nations representatives, development partners, civil society organizations, women’s groups and gender and social inclusion coordinators from government ministries and agencies.
