Monrovia – The SATZ Group of Companies has formally lodged a complaint with the Liberia Telecommunications Authority (LTA), citing significant irregularities in the bidding process for the Cybersecurity Framework Development, Awareness, and Orientation project (IFB No. LTA/REOI/002/2024).
In the complaint, SATZ Group urges the Liberia Anti-Corruption Commission (LACC), the Center for Transparency and Accountability in Liberia (CENTAL), and the Public Procurement and Concessions Commission (PPCC) to undertake a thorough investigation of the bidding and contract award processes. The company advocates for actions that ensure accountability and compliance with the Public Procurement and Concessions Act of 2010.
The company has raised concerns about the fairness and transparency of the evaluation process. Despite fulfilling all requirements outlined in the Request for Expression of Interest (REOI) and the Request for Proposal (RFP), SATZ Group was excluded from the bidding on grounds of alleged technical non-compliance, as previously indicated by the LTA.
“The decision to disqualify SATZ Group appears to have been made under dubious circumstances,” the company stated in the letter. “There were numerous inconsistencies in the evaluation and qualification phases, which cast serious doubts on the integrity of the procurement process.”
The complaint highlights several irregularities, including biased evaluations, the rejection of proposals, misrepresented CV submissions, the absence of notifications about deficiencies, and a general lack of transparency.
Mr. Aloysius S. Zayzay, Founder and CEO of SATZ Group, stressed the importance of fair procurement practices. “We are dedicated to ensuring that public procurement processes in Liberia maintain the highest standards of fairness, transparency, and legal compliance,” he said.
During a debriefing with the LTA Acting Chairperson and members of the Procurement Team on October 22, 2024, SATZ Group inquired about the identity of the winning bidder. This request was denied, which further fueled concerns over the transparency of the selection process.
“We implore all involved entities to address our pending request for additional information, submitted over a week ago,” the statement concluded.
