“Lead or leave”: Rep. Seboe accused of abandoning District #16 amid Capitol arson case fallout

BUSHROD ISLAND, Monrovia — Constituents in Montserrado County District #16 are accusing their lawmaker, Rep. Dixon W. Seboe, of effectively abandoning the district for nearly two years while still drawing full salary and benefits, following criminal charges linked to the December 2024 fire that destroyed parts of the Capitol Building.

Residents say Seboe has been largely absent from community activities and public service obligations since he was indicted in the high-profile Capitol arson case, leaving local development efforts stalled and civic engagement weakened in one of the ruling CDC’s historically active political bases.

Capitol Fire and Criminal Proceedings

The December 18, 2024 blaze gutted significant portions of the Capitol’s Joint Chamber, destroying records and forcing lawmakers into temporary legislative spaces. In May 2025, the Monrovia City Court issued arrest warrants for Seboe and several others, including Cllr. J. Fonati Koffa, Abu Kamara, and Jacob Debee, on allegations ranging from arson and criminal conspiracy to theft of property.

The accused were briefly detained before securing release, but the case has remained active, casting a long shadow over political operations in the district.

“A Ghost Representative”

Once a strong political supporter of Seboe, community member and CDC partisan Kelvin Eben Reeves issued a blistering open statement accusing the lawmaker of disappearing while continuing to accept public pay.

“Your conspicuous abandonment of District #16 is not merely disgusting and disappointing; it creates a terrible image of the CDC,” Reeves wrote.
He argued that Seboe’s absence cannot be blamed on the pending case, noting that the representative is regularly seen attending football matches, parties, and party gatherings, but not community meetings.

“It’s nearly two years since you deserted the district,” Reeves said. “If you cannot serve, you should resign.”

Residents also say Seboe’s once-prominent scholarship program has collapsed and that no constituency town halls have been held since early 2025.

Community Frustration Grows

Other residents echoed the criticism.
“We used to feel the presence of a representative, even if imperfect,” said resident Stephen N. Boe Jr. “Now, there’s nothing.”

Local activist D-Japhet Tenbroh warned that growing resentment may carry political consequences.
“The district is restless,” he said. “The message is simple, lead or leave.”

Supporters Defend Seboe’s Record

Not everyone agrees with the public backlash.
Two of Seboe’s supporters abroad, Jimmy M. Wahlo and Joe Wahgar, pointed to his contributions to youth employment initiatives and his role in securing national budget allocations for the Borough of New Kru Town.

“Because of Seboe’s lobbying, the Borough is now in the national budget,” Wahgar said. “Funds can address schools, markets, and infrastructure.”

Multiple calls, text messages, and WhatsApp inquiries to Rep. Seboe went unanswered.
