CAPITOL HILL, Liberia — Oscar F. Mulbah, President Joseph Boakai’s nominee for Assistant Minister of Press and Public Affairs at the Ministry of National Defense, vowed Monday to make public trust and timely communication the cornerstone of his leadership if confirmed.
Appearing before the Senate Committee on Defense, Security, Intelligence, and Veteran Affairs, Mulbah outlined a sweeping vision to overhaul the ministry’s public outreach—emphasizing education, engagement, and transparency as essential to strengthening ties between the Armed Forces of Liberia (AFL) and the public.
“We must engage, educate, and build trust to ensure clear and prompt communication of the Ministry’s actions to the public,” Mulbah told lawmakers. “A cornerstone of my approach will be strengthening the relationship between the Armed Forces and the people.”
Currently serving as Director of Press and Public Affairs at the Liberian Senate, Mulbah was tapped by President Boakai to join the MOD leadership amid heightened calls for greater accountability and citizen engagement in military affairs.
During his confirmation hearing in the Senate’s main chamber on May 19, Mulbah acknowledged the evolving role of the AFL in peacekeeping, disaster response, and nation-building. He noted that transparent communication would help underscore the military’s contributions to national development and foster mutual understanding with civilians.
“I am fully aware of the importance of an informed citizenry in a democratic society and will work diligently to provide accurate and timely information,” he said.
Among his stated priorities is the modernization of the ministry’s public information systems. Mulbah pledged to maintain a regularly updated official website for the AFL and expand the Ministry’s social media footprint on platforms including Facebook, X (formerly Twitter), and YouTube. He also promised to initiate regular town hall meetings and media engagements aimed at bridging the gap between the Ministry and the public.
“These forums will allow us to directly interact with citizens—providing opportunities to address concerns, gather feedback, and build trust,” he said.
Mulbah also emphasized the welfare of service members, pledging to advocate for their recognition and involvement in policy discussions. He promised close collaboration with Defense Minister Geraldine Janet Doe-Sherif and other key officials to ensure the needs of soldiers and veterans are addressed.
“If confirmed, I intend to work closely with the Honorable Minister and her team to ensure that the needs of our service members are addressed, that they receive the support and recognition they deserve, and that their voices are heard,” he added.
In a symbolic gesture, Mulbah presented a personal “To-Do List” to the committee, outlining immediate actions he would undertake if confirmed. He described the nomination as a privilege and thanked President Boakai for the opportunity to serve, noting the honor of being selected from among more than five million citizens.
Meanwhile, the Senate committee—chaired by Lofa County Senator Momo T. Cyrus—is expected to submit its recommendations to the plenary for final consideration in the coming days.
If confirmed, Mulbah will play a pivotal role in shaping the public perception of Liberia’s defense posture during a time of national rebuilding and security sector reform.
