MONROVIA — Liberia’s Office of the Ombudsman states it has recommended dismissal, restitution, and prosecution against its outgoing chairman, Cllr. Finley Y. Karngar, following an internal investigation into allegations of unethical conduct. This marks a rare public declaration of accountability within a key integrity institution.
In a statement issued March 20, the Office confirmed that Karngar’s resignation comes after findings from an internal probe conducted in line with its statutory mandate to uphold transparency and ethical standards in public service.
The institution said its recommendations—now on record—reflect a zero-tolerance stance toward corruption and abuse of office, regardless of rank.
“The course of action underscores our unwavering commitment to ethical governance,” the Office said, emphasizing that no public official is above the law.
Findings and Recommended Sanctions
According to the statement, the Ombudsman’s internal investigation concluded with calls for decisive measures, including dismissal from office, restitution and criminal prosecution.
While the Office did not publicly detail the specific allegations against Karngar, it maintained that its actions were guided by evidence and due process, aimed at ensuring justice “without fear or favor.”
The development positions the Office itself at the center of a test of credibility—investigating and acting against its own leadership.
A Test for Anti-Corruption Institutions
The resignation and the recommended sanctions come at a time when Liberia’s anti-corruption framework faces growing scrutiny over enforcement gaps and perceived impunity in high-level cases.
The Office described the moment as “defining,” both for the institution and for Liberia’s broader governance system, signaling that accountability mechanisms are functioning.
Observers say the case could set an important precedent for how integrity institutions police their own ranks and enforce the Code of Conduct for public officials.
Renewed Push for Ethical Compliance
In its statement, the Office reiterated its commitment to enforcing the Code of Conduct for Public Officials and Employees of Government, pledging to hold all public servants accountable and promote a culture of integrity across the public sector.
It also called on government officials to adhere strictly to ethical standards and urged citizens to cooperate with oversight institutions.
“The Office remains steadfast in executing its mandate independently and professionally,” the statement said.
