MONROVIA – Alex D. Dolewon, 40, has been arrested and charged with leaking classified information from the National Security Agency (NSA), a move investigators say endangered national security and senior agency officials.
According to investigators, Dolewon’s actions violate several provisions of the Revised Penal Law of Liberia, including Chapter 12, Subchapter E, Section 12.71 (Unlawful Disclosure of Confidential Information), Chapter 11, Section 11.9 (Mishandling of Sensitive Information), Chapter 14, Subchapter B, Section 14.23 (Recklessly Endangering Another Person), and Chapter 14, Subchapter B, Section 14.27(c) (Criminal Coercion). The charges follow a complaint filed by the NSA alleging Dolewon unlawfully shared sensitive intelligence.
An NSA internal investigation revealed that Dolewon, an employee assigned to the agency’s headquarters in Caldwell, Montserrado County, sent classified information via WhatsApp to his uncle, House Speaker Cllr. Jonathan Fonati Koffa. Investigators uncovered messages in which Dolewon warned Koffa against associating with NSA Deputy Director for Operations Steven B. Dolo, labeling him as a “dirty workman.” Dolewon admitted to sharing Dolo’s phone number but denied sending requested photos.
Dolewon reportedly expressed regret, appealing to NSA leadership, particularly Director Stephen Dolo, for leniency. However, according to the NSA’s investigative report, there have been multiple instances where Dolewon’s unauthorized disclosures created significant security risks. Messages retrieved from Dolewon’s confiscated mobile devices revealed that he had shared confidential information about senior NSA officials with unauthorized individuals.
Dolewon claimed he acted out of frustration due to alleged mistreatment by Deputy Director Dolo since his appointment in January 2024. Investigators dismissed this claim as speculative, asserting that Dolewon’s intent was to undermine Dolo’s reputation and position. The investigation also found that Dolewon’s actions posed a direct threat to the safety and operations of the NSA and its senior officials.
The NSA’s administrative rules strictly prohibit employees from disseminating intelligence without authorization. Investigators determined that Dolewon knowingly violated these rules, recklessly endangering the lives and movements of senior officials. He faces charges of unlawful disclosure of confidential information, mishandling sensitive information, recklessly endangering another person, and criminal coercion.
