MONROVIA — The Government of Liberia has launched a major infrastructure project to transform the country’s fisheries and aquaculture sector, with the National Fisheries and Aquaculture Authority (NaFAA) breaking ground for a modern fisheries complex at Mesurado Pier in a move officials say will boost economic growth, improve livelihoods, and strengthen governance.
The project, backed by the World Bank Group under the Liberia Sustainable Management of Fisheries Project, is expected to serve as a centralized hub for administration, coordination, and service delivery across the sector.
A Milestone for Sector Transformation
Speaking at the groundbreaking ceremony, NaFAA Director General Cyrus Saygbe described the initiative as a “historic milestone,” emphasizing that it converts long-standing plans into tangible development outcomes.
“This is not simply about laying bricks and mortar,” Saygbe said. “It is about laying the foundation for national progress and empowering the thousands of Liberians whose livelihoods depend on our waters.”
He noted that the complex will significantly improve operational efficiency, reduce administrative costs, and strengthen institutional capacity, offering long-awaited support to fisheries personnel and stakeholders.
Aligning With National Development Agenda
Saygbe linked the project to President Joseph Nyuma Boakai’s ARREST Agenda for Inclusive Development, which prioritizes infrastructure modernization, institutional reform, and job creation.
He underscored the sector’s role as a critical pillar for food security, youth empowerment, and sustainable economic growth, particularly for women and young people involved in fish processing, marketing, and aquaculture.
“Investing in fisheries is investing in food security, job creation, and national prosperity,” he added.
The NaFAA boss also highlighted the strategic importance of the Mesurado Pier location, citing its proximity to a planned modern fishing port. He said the complex will function as an administrative nerve center to support future investments and policy direction.
Government Push for Institutional Stability
Representing the Minister of State for Presidential Affairs, Ambassador-at-Large Charles Snetter said the project represents more than infrastructure, describing it as a strategic investment in institutional strength and service delivery.
“This shift will promote consistency and strengthen governance critical ingredients for sustainable national development,” Snetter noted.
He revealed that the Boakai administration is prioritizing the transition of government ministries, agencies, and commissions from rented facilities to permanent, purpose-built structures to enhance efficiency and reduce long-term costs.
Snetter said the fisheries complex will strengthen governance frameworks, improve coordination, and unlock economic opportunities within a sector vital to national development.
“Your partnership has been instrumental in strengthening institutions, building infrastructure, and expanding opportunities within this vital sector,” he said, expressing appreciation to the World Bank Group and other development partners.
Call for Stronger Legal Protection
Meanwhile, Senate Committee Chair on Agriculture, Fisheries and Forestry and Rivercess County Senator Wellington Geevon Smith stressed the need for stronger legislative measures to protect Liberia’s waters from illegal fishing activities.
He urged policymakers to prioritize laws that safeguard marine resources while ensuring sustainable sector growth.
Looking Ahead
The fisheries complex forms part of Liberia’s broader Ten-Year Strategic Plan to modernize and sustainably develop the fisheries and aquaculture sector. Officials say the project will not only strengthen governance but also create new pathways for entrepreneurship, job creation, and inclusive economic growth across coastal and inland communities.
With continued collaboration between government and international partners, the initiative signals a renewed push to unlock the full potential of Liberia’s fisheries sector.
