GAUNGZHOU, China – The Minister of Internal Affairs, Francis Sakila Nyumalin, has called on Chinese authorities to train and build the capacity of the Ministry’s staff to prepare them for leading the country’s decentralization efforts.
The Minister emphasized that county councils require appropriate training to effectively execute their functions in managing local governments.
He highlighted the importance of empowering local government officials to manage and govern their respective counties effectively, as the government embarks on sharing administrative, fiscal, and political power with local authorities in line with the nation’s Local Government Act.
A press release from the Ministry of Internal Affairs stated that Honorable Nyumalin made these remarks at Guangdong University for Foreign Studies in Guangzhou City, People’s Republic of China, during a visit by him and other African local government officials to the school.
The release noted that the Minister’s visit to the University was part of activities marking the 5th Forum on Africa-China Local Government Cooperation, held from July 7-9, 2024.
During interactions with top officials and faculty of Guangdong University for Foreign Studies, Honorable Nyumalin stressed that the Ministry of Internal Affairs would develop a partnership with the university for the possible placement of staff, particularly civil servants. Upon their return, these staff members would significantly contribute to bridging the Human Resources gap.
According to the release, the capacity building and training would be conducted through short-term programs and degree programs related to the Ministry.
In response to this call, Guangdong University has offered to provide training for the Ministry of Internal Affairs staff.
The Ministry of Internal Affairs’ release stated that the head of African Studies at Guangdong University, Professor Louise, expressed the institution’s willingness to support the capacity-building efforts and requested the Ministry to apply for the training program.
This initiative highlights the ongoing collaboration between African and Chinese governments in promoting effective governance and decentralization.
The training program is expected to equip local government officials with the necessary skills and knowledge to drive development and improve service delivery at the grassroots level, the release stated.
