Monrovia – The Liberia Revenue Authority (LRA) and the National Tax Service (NTS) of South Korea have signed three landmark cooperation agreements aimed at strengthening tax administration, advancing digital transformation, and enhancing international tax cooperation between the two countries.
The agreements were signed during the first Korea–Liberia Commissioner Generals’ Meeting held in Seoul between LRA Commissioner General James Dorbor Jallah and NTS Commissioner General Lim Kwang-hyun. The meeting marked the first-ever high-level engagement between South Korea’s National Tax Service and an African tax administration, representing a significant milestone in expanding tax cooperation between Korea and Africa.
Signed in line with the Convention on Mutual Administrative Assistance in Tax Matters, the agreements focus on the exchange of tax information, mutual assistance in the recovery of tax claims, and capacity building and technical cooperation.
The agreements establish a framework for closer collaboration in combating offshore tax evasion, identifying concealed assets, recovering overseas assets linked to tax delinquents, improving tax compliance, and facilitating the exchange of information necessary to support effective revenue administration in both countries.
The partnership is also expected to strengthen compliance systems, improve taxpayer services, and accelerate the modernization of Liberia’s tax administration.
Speaking during the signing ceremony, Commissioner General James Dorbor Jallah described the agreements as a major milestone in the LRA’s modernization agenda and expressed confidence that the partnership would deliver tangible benefits for both institutions.
“These agreements mark a significant step in our efforts to build a modern, technology-driven revenue administration. Through this partnership, we will strengthen institutional capacity, improve compliance, and accelerate our digital transformation agenda,” Commissioner General Jallah said.
He noted that the agreements underscore the Liberia Revenue Authority’s commitment to embracing innovation, strengthening international partnerships, and leveraging global best practices to build a modern, efficient, and responsive revenue administration capable of meeting Liberia’s growing domestic revenue mobilization needs.
For his part, NTS Commissioner General Lim Kwang-hyun welcomed the agreements and reaffirmed his institution’s commitment to their full implementation.
He emphasized that effective cooperation between the two tax administrations requires timely information exchange and strong collaboration in the recovery of unpaid taxes, particularly in addressing offshore tax evasion and asset concealment schemes involving high-value tax delinquents.
Commissioner General Lim also called for enhanced information sharing to support efforts to identify concealed assets, strengthen international tax enforcement cooperation, and improve the recovery of outstanding tax liabilities. Liberia is one of the world’s leading ship registry nations, with approximately 17 percent of the global fleet registered under the Liberian flag.
As part of the engagement, members of the Liberian delegation also toured major South Korean industrial facilities in the steel and electronics sectors to gain insights into the country’s economic transformation, technological innovation, and industrial development experience.
The mission forms part of the LRA’s broader strategy to modernize revenue administration, enhance domestic revenue collection, expand international partnerships, and support Liberia’s economic development agenda through digital transformation, institutional excellence, and improved taxpayer service delivery.
