Accra, Ghana – The Liberia Revenue Authority (LRA) and the Gambia Revenue Authority (GRA) have signed a Memorandum of Engagement under which the LRA will provide technical assistance to develop a Revenue Collection Dashboard for The Gambia.
The agreement, signed by LRA Commissioner General James Dorbor Jallah and GRA Commissioner General Yankuba Darboe, establishes a framework for technical cooperation to design, develop, and implement a functional revenue collection dashboard prototype.
The signing took place on the sidelines of the 8th West African Tax Administration Forum (WATAF) High-Level Policy Dialogue and 23rd General Assembly in Accra, following the GRA’s request for the LRA’s technical assistance.
Under the agreement, the LRA will assist the GRA in assessing existing revenue data sources, legacy systems and management information requirements. Support will also cover identifying key revenue performance indicators, dashboard architecture and data structures, prototype development, systems integration and knowledge sharing.
The engagement also includes capacity building, with the LRA expected to train GRA personnel to independently maintain, further develop and use the dashboard. The agreement provides safeguards for confidentiality and data security throughout the technical engagement.
The LRA currently operates an online dashboard that provides timely updates on domestic revenue performance across Liberia, offering experience in revenue data analytics and digital revenue monitoring that can support The Gambia’s efforts to modernize revenue reporting.
Speaking at the signing ceremony, CG Jallah described the partnership as an important step toward strengthening regional collaboration, knowledge sharing and innovation in tax administration. He said closer cooperation among African revenue authorities creates opportunities to share homegrown solutions, technical expertise and practical experiences to modernize revenue administration and strengthen domestic resource mobilization.

He reaffirmed the LRA’s commitment to sharing its expertise with the GRA and promoting stronger institutional partnerships across the region.
For his part, GRA Commissioner General Yankuba Darboe thanked the LRA for its technical support, describing Liberia as a reliable partner. He expressed confidence that the partnership would strengthen relations between the two authorities and contribute to modernizing tax administration and enhancing domestic resource mobilization.
Darboe also highlighted the LRA’s contribution to strengthening its post-clearance audit system, which has significantly enhanced revenue collection. He emphasized the value of South-South cooperation in enabling African institutions to exchange expertise, experiences and homegrown solutions to common challenges.
Also speaking, West African Tax Administration Forum (WATAF) Executive Secretary Jules Tapsoba commended the initiative, urging tax authorities across the region to deepen collaboration and strengthen strategic partnerships to advance domestic resource mobilization and enhance revenue administration throughout West Africa.
The agreement underscores the role of peer-to-peer technical cooperation in supporting digital transformation, institutional capacity building and revenue administration modernization across Africa.
