MONROVIA – An employee of the Liberia Medical and Dental Council (LMDC) has officially filed a criminal complaint with the Liberia National Police (LNP) against Mr. Rockefeller Cooper, accusing him of making threats and engaging in targeted intimidation that put his family’s safety, including minors, at risk.
In a letter dated August 4, 2025, and addressed to LNP Inspector General Col. Gregory O.W. Coleman, complainant James-Emmanuel D. Cole Jr., who is also known on social media as “Apple Jacob”, alleges that Cooper made menacing statements on social media after Cole publicly commented on Cooper’s disputed medical credentials.
The complaint follows a Civil Law Court ruling that upheld the LMDC’s request for Cooper to verify his medical qualifications, a decision that has sparked widespread public discussion. Cole argues that his role in that conversation led to Cooper’s retaliation.
According to Cole, Cooper publicly labeled him “a political agent of the Congress for Democratic Change (CDC),” an allegation Cole strongly denies.
“I categorically deny any affiliation with the CDC,” Cole wrote in his complaint. “In fact, I was a participant in the June 7, 2019, opposition protest against the very party he now claims I represent.”

But Cole says the situation escalated dangerously when Cooper allegedly sent a message directly threatening rape, murder, and the safety of girls at Cole’s family home on 24th Street, Sinkor.
One of the messages allegedly sent by Cooper, which Cole included in his submission, reads:
“Let’s hope that none of the girls at your family home on 24th Street gets raped or murdered. Oh yes, I know and your background… I will encourage you to be very careful. I would hate to see you cry when the table turns as I will have no choice but to troll you. Save this text.”
Cole contends that this message constitutes a violation of Section 10.4 of the Penal Law of Liberia, which addresses “Terroristic Threats,” and that Cooper’s words amount to criminal intimidation and harassment.
He argued that Cooper’s knowledge of his residence, his reference to possible violent crimes, and his frequent visits to a neighboring property present a credible and immediate threat to the security of his family. Cole underscored the presence of children in the household and urged the police to act without delay.
In his complaint, Cole requested that the Liberia National Police launch a formal criminal investigation into Mr. Cooper’s behavior, summon him for questioning under the relevant provisions of the Penal Code, and take immediate action to protect his household, especially the minors mentioned in the threats.
He attached screenshots of the alleged messages and expressed his willingness to cooperate fully with any ensuing investigation or legal proceedings.
