Monrovia – The Director-General of the Civil Service Agency (CSA) of Liberia, Dr. Josiah F. Joekai Jr., has been elected as the inaugural Chairperson of the newly established Health and Public Service Network of Africa (HaPSNA), formalized under the Monrovia Declaration.
This milestone underscores Dr. Joekai’s commitment to fostering collaboration and development within the civil and public service sectors.
According to a CSA press release issued Friday, March 7, 2025, the resolution was finalized during the closing ceremony of a week-long international conference in Monrovia, Liberia. The event, convened by the CSA, was sponsored by the Health Development Partnership for Africa and the Caribbean (HeDPAC).
The framework outlines six strategic goals, including workforce training, leadership enhancement, professional development, and a results-driven governance approach.
The Monrovia Declaration was signed by key regional representatives, including Mr. Moctar Siedou Ganama from Burkina Faso, Dr. Brahima from Côte d’Ivoire, and Professor Dr. Charles Edward Lahai Senessie from Sierra Leone. Dr. Joekai, as CSA Director-General and conference initiator, signed on behalf of Liberia.
HaPSNA’s regional framework stems from the Regional Public Service Leadership Conference on Human Health Workforce Development, which convened delegates from six member states: Burkina Faso, Côte d’Ivoire, Sierra Leone, and Liberia.
The conference featured distinguished speakers, including Liberia’s Minister of Health, Dr. Louise M. Kpoto, representing President Joseph N. Boakai Sr., and ECOWAS Representative to Liberia, Her Excellency Josephine Nkrumah. Ambassadors from the six participating states and HeDPAC’s Executive Director also endorsed the framework.
Speakers emphasized that the adoption of the HaPSNA framework, officially signed on March 4, 2025, marks a transformative step in addressing key challenges in the public and health sectors. The framework prioritizes:
- Strengthening efficiency and governance in health and public services.
- Developing sustainable financing models for workforce development.
- Promoting digital tools and e-governance for improved decision-making and service delivery.
Meanwhile, Dr. Joekai expressed optimism about HaPSNA’s collaborative vision, which aims to drive sustainable growth, innovation, and resilience in public service and health workforce development across the region.
As Chairman, he presented the Monrovia Declaration framework to President Joseph Nyuma Boakai Sr., who lauded Liberia’s role in spearheading this historic initiative.
