LWSC Launches Strategic Plan Validation Workshop to Align with Government’s ARREST Agenda

MONROVIA – The Liberia Water and Sewer Corporation (LWSC) has launched a one-day validation workshop aimed at incorporating stakeholder input into the finalization and approval of its Draft Strategic Plan for 2025–2029. The initiative is designed to ensure alignment with the Government of Liberia’s ARREST Agenda.

The workshop, held on Tuesday, May 27, 2025, at a local hotel in Monrovia, was jointly facilitated by LWSC and Wuteve Consultancy Services, with strategic and logistical support from LWSC. Once finalized, the Strategic Plan will be submitted to the LWSC Board of Directors for formal adoption.

The event brought together a wide range of national stakeholders, including government officials, international development partners, non-governmental organizations, and civil society representatives.

The purpose of the validation workshop is to present and refine the key components of the Draft Strategic Plan—specifically the vision, mission, goals, objectives, and key performance indicators. The session also seeks to confirm that strategic initiatives reflect stakeholder expectations and integrate relevant recommendations into the final version.

The workshop aims to secure consensus on strategic priorities, agree on interventions and capital investment needs, identify areas for final revisions, and build renewed commitment to implementing the plan.

Speaking on behalf of LWSC Managing Director Mohammed Ali, Deputy Managing Director

recalled that the current leadership team assumed office in March 2024.
“Under Mr. Ali’s leadership, we initiated several institutional reforms to improve operational strategies,” Gaye said. “The development of this five-year strategic plan is part of those reforms.”

Gaye noted that while initial support was sought from USAID, shifting U.S. policy directions prompted LWSC to pursue alternative funding from internal sources. He thanked USAID, the Board of Directors, and the consulting team for their contributions to what he described as “a remarkable achievement.”

He further appealed to development partners for their continued support in reviewing the draft document to ensure it accurately represents the Corporation’s vision and can effectively guide upcoming projects.

Khalifa Bility, Chairperson of the LWSC Board of Directors, commended the team for organizing the workshop.
“Without a guiding document, an institution loses direction,” Bility stated. “This Strategic Plan shows us where we want to go and how we aim to make an impact. I’ve reviewed the plan multiple times, and I must say, it’s an excellent piece of work.”

He emphasized the need for adequate financing to implement the plan, highlighting the importance of aligning it with the government’s ARREST Agenda.

Albert Toukolon, Assistant Minister for Community Services at the Ministry of Public Works, called for collective efforts, coordination, and sustained support to ensure the successful validation and execution of the plan.

Development Partners Reaffirm Support for LWSC Plan

Delivering remarks on behalf of the UN Resident Coordinator, Mr. Umaru E. Sesay, National Engineer at the United Nations Development Programme (UNDP), emphasized the UN’s commitment to supporting LWSC’s strategic goals—especially in underserved rural communities.

“We are here to help and to continue providing our support,” Sesay stated.

Mr. Yusuf Bob Foday, speaking on behalf of the African Development Bank (AfDB), also praised LWSC for initiating such a critical engagement.
“We appreciate the invitation,” he said. “Water and sewer infrastructure are vital, and we’re actively discussing how the Bank can contribute to this sector in Liberia.”

He assured stakeholders of AfDB’s ongoing support:
