MONROVIA — The Liberia Maritime Authority (LiMA) has emerged as the best-performing government institution in implementing audit recommendations, according to a spot check conducted by the General Auditing Commission (GAC).
The assessment, completed on April 10, 2025, followed the initial audit report released by the Auditor General in August 2024. It evaluated LiMA’s progress in addressing findings from financial audits covering fiscal years 2018-2019 to 2019-2020.
The GAC report revealed that LiMA successfully implemented 80% of its audit recommendations — the highest rate among all audited public institutions in Liberia.
The findings stemmed from a follow-up conducted by the GAC’s Audit Follow-Up Unit (AFU), which engaged LiMA leadership, including the Officer-in-Charge, Deputy Chief Financial Officer, Internal Auditor, and Heads of Procurement and the Audit Recommendation Implementation Secretariat.
“This is not just about numbers but about real improvements in internal systems,” said Anthony Henry Jr., head of the GAC’s Audit Recommendations Follow-Up Unit. “LiMA is one of the few institutions showing genuine commitment to good governance and accountability.”
Out of 33 audit recommendations reviewed, 25 — or 76% — were fully implemented, three were partially implemented, and five remain unaddressed. The GAC credited 50% of the partially implemented recommendations as progress, raising LiMA’s overall compliance rate to 80%.
The GAC commended LiMA’s proactive approach, particularly the creation of a dedicated Audit Recommendation Implementation Secretariat.
“This ranking is the result of teamwork and sustained commitment to transparency,” said John B. Cuffey, LiMA’s principal director for corporate affairs and officer-in-charge. “We value our partnership with the GAC and remain fully dedicated to addressing the outstanding recommendations.”
LiMA’s Deputy Chief Financial Officer, Desire S. Satia, added that the Authority has institutionalized internal mechanisms to monitor audit compliance and continuously improve financial and governance systems.
The GAC pledged to maintain regular engagement with LiMA through quarterly reviews and technical support to help sustain its performance.
