MONROVIA — The Ministry of Finance and Development Planning has launched a coordinated package of reforms spanning revenue collection, extractive-sector oversight, border security and justice administration, as the government intensifies efforts to strengthen domestic revenue mobilization and improve transparency across public institutions.
The reforms are being implemented under two initiatives: the Institutional Support for Enhanced Domestic Revenue Mobilization and Reform Implementation Project and the Debt and Ownership Transparency Technical Assistance Project, both launched Thursday in Monrovia.
Officials said the programs target long-standing weaknesses in tax administration, financial intelligence, mining oversight, anti-corruption enforcement and public-sector accountability.
Revenue Systems Move Toward Digitization
At the center of the reform drive is an expansion of digital systems designed to improve tax compliance and reduce leakages.
The ministry’s Revenue Policy Division is advancing tax policy reforms through a modern customs model and a digital tax revenue database aimed at improving forecasting and administration.
The Liberia Revenue Authority will deploy electronic billing machines to support value-added tax implementation, integrate core digital platforms and strengthen field enforcement with additional vehicles and equipment.
Officials said the measures are intended to speed up tax processing, improve transparency and support sustained revenue growth.
The Environmental Protection Agency will also establish a framework for carbon market development, positioning Liberia to better manage carbon credits and attract climate-related investment.
Mining Oversight and Extractive Transparency
A significant portion of the reforms focuses on Liberia’s mining sector, which authorities have identified as vulnerable to revenue losses and regulatory gaps.
The Ministry of Mines and Energy will upgrade its mineral sample preparation and analysis laboratory, acquire modern geological software tools, including ArcGIS and ENVI, and deploy drones and GPS equipment to improve field monitoring.
The government will also conduct a national geological survey and update mineral policies and regulations. Mines inspectors will receive specialized training, and laboratory facilities will be strengthened to improve licensing and compliance.
The Liberia Extractive Industries Transparency Initiative will develop a digital reporting platform to improve the timeliness and accessibility of extractive-sector revenue data.
Financial Crime, Anti-Corruption Measures
The Financial Intelligence Agency will implement the goAML software system in partnership with the United Nations Office on Drugs and Crime, strengthening Liberia’s capacity to detect and analyze suspicious financial transactions.
The Liberia Anti-Corruption Commission will conduct a corruption risk assessment in the mining sector and introduce software to improve case tracking and management.
Border Security and Law Enforcement Upgrades
Security institutions are also receiving logistical and technical support.
The Liberia Immigration Service will reactivate and install the Migration Information and Data Analysis System at Roberts International Airport, Ganta, Bo Waterside and Loguatuo, strengthening border monitoring and migration control.
Officers will receive motorbikes and specialized drones to enhance surveillance against illegal entry and trafficking.
The Liberia Drug Enforcement Agency will receive vehicles, motorbikes and training to strengthen drug interdiction and financial crime investigations.
The Liberia National Police will be equipped with crime scene vehicles, fingerprint identification machines, mobile radios and upgraded forensic laboratory equipment, including solar installations to support continuous operations.
Justice, Labor and Social Protections
The Judiciary of Liberia will pilot an electronic court management system in four courts to reduce case backlogs, speed up adjudication and prevent loss of records.
The Ministry of Labour will train workers and communities in mining areas on labor laws, anti-trafficking measures and decent work standards, while improving field operations with additional motorbikes.
The Ministry of Gender, Children and Social Protection will update Liberia’s national gender strategy to strengthen protections for women, girls and vulnerable groups.
Debt and Beneficial Ownership Transparency
Under the debt and ownership transparency initiative, the government will operationalize a national beneficial ownership disclosure platform through the Ministry of Justice and the Liberia Business Registry, enabling authorities to identify the real individuals behind registered businesses.
The ministry’s Debt Management Unit will also receive training on the Commonwealth Meridian system and bond market operations to strengthen public debt management.
Coordinating Delivery
The Project Delivery Unit at the Ministry of State for Presidential Affairs will receive technical support to improve monitoring and execution of national projects.
Finance ministry officials said the reform package is intended to curb illicit financial flows, strengthen oversight in high-risk sectors and improve coordination across government, with the goal of building a more transparent, secure and economically resilient public sector.
