Liberia’s delegation, led by LCAA Director General Julius D. Dennis Jr., participated in regional discussions in Saly on air transport liberalization and aviation cooperation.

SALY, Senegal — The Liberia Civil Aviation Authority (LCAA) has reaffirmed Liberia’s commitment to expanding regional air connectivity and strengthening aviation cooperation across Africa, joining high-level discussions in Senegal aimed at removing restrictions on air travel and accelerating the implementation of the continent’s Open Skies Agenda.

Led by Director General Julius D. Dennis Jr., the Liberian delegation participated in a regional validation workshop in Saly, Senegal, where aviation regulators and industry stakeholders examined policy frameworks intended to liberalize African air transport markets, promote competition and improve connections among countries.

The engagement forms part of ongoing continental efforts to advance the Yamoussoukro Decision and the Single African Air Transport Market (SAATM), two major initiatives designed to create a more integrated, competitive and accessible African aviation industry.

The LCAA’s participation underscores Liberia’s efforts to strengthen its position within the regional aviation sector, attract additional airline services and create opportunities for increased trade, tourism, investment and passenger movement.

Speaking during the discussions, Dennis reaffirmed Liberia’s commitment to aligning its aviation policies with regional and international standards established by the African Civil Aviation Commission (AFCAC) and the International Civil Aviation Organization (ICAO).

“Liberia’s active engagement in these continental validation processes reinforces our commitment to a safer, more connected, and vibrant aviation ecosystem,” Dennis said.

He emphasized that Liberia’s support for the full implementation of the Yamoussoukro Decision and SAATM could help unlock new opportunities for African airlines while improving travel options for Liberians and other passengers across the continent.

The Yamoussoukro Decision, adopted in 1999 and endorsed by African Union leaders in 2000, provides a framework for liberalizing air transport services among African countries by reducing restrictions that limit market access and airline operations.

SAATM builds on that framework by promoting a unified African air transport market intended to facilitate greater competition, encourage new routes and strengthen economic integration.

For Liberia, the implementation of these initiatives could create opportunities for additional regional flights, improved passenger and cargo services, and stronger connections with major commercial centers across West Africa.

Improved air connectivity could also support Liberia’s tourism and investment ambitions by making the country more accessible to international visitors, business executives and investors seeking opportunities in the Liberian market.

The Senegal workshop brought together civil aviation authorities and other regional stakeholders to review and validate frameworks intended to harmonize aviation regulations, strengthen safety and security oversight, and facilitate more efficient air transport operations among participating African countries.

Beyond expanding market access, the discussions focused on strengthening cooperation among aviation regulators to ensure that greater competition is accompanied by effective safety, security and operational standards.

“Liberia’s active engagement in these continental validation processes reinforces our commitment to a safer, more connected, and vibrant aviation ecosystem.”

Liberia’s delegation included LCAA Deputy Director General for Administration Stephen R. Johnson; Director of Air Transport and Economic Regulation Audrey Zoe Johnson; and Amos J. Borbor, special assistant and chief of office staff to the minister of transport.

Their participation provided an opportunity for Liberia to contribute to regional policy discussions while strengthening institutional relationships with aviation authorities and stakeholders involved in advancing Africa’s air transport liberalization agenda.

The LCAA maintained that Liberia’s participation in continental aviation initiatives remains an important component of its broader efforts to modernize the country’s civil aviation sector and strengthen compliance with international regulatory standards.

The authority also highlighted its continuing commitment to improving aviation safety and security oversight at Roberts International Airport and within Liberia’s airspace, while pursuing strategic partnerships to support the development of the development.

As Liberia seeks to strengthen ties with neighboring countries and major international markets, regional aviation cooperation is expected to remain central to efforts to attract new airline operators and expand flight services.

The LCAA’s engagement in Senegal comes amid discussions with regional aviation stakeholders on opportunities to improve Liberia’s access to West African destinations.

On Oct. 16, Dennis also held discussions with Air Sénégal Chief Executive Officer Tidiane Ndiaye in Dakar over the airline’s proposed introduction of flights connecting Dakar to Monrovia through Conakry, Guinea, and Freetown, Sierra Leone.

According to the LCAA, the proposed service could begin in the first or second quarter of 2027, subject to completing the necessary regulatory, commercial, and operational arrangements.

Discussions with Air Sénégal and Liberia’s participation in the Saly workshop reflect complementary efforts to strengthen regional aviation cooperation and explore opportunities to expand the country’s air transport network.

While implementing Africa’s Open Skies Agenda will require continued coordination among participating governments, aviation regulators, and airline operators, the LCAA says it remains committed to supporting policies that promote safer operations, greater connectivity, and expanded economic opportunities.

Through its participation in regional and continental aviation initiatives, the authority aims to strengthen Liberia’s role in Africa’s evolving aviation market and support broader efforts to make air transportation more accessible across the continent.
