CAPITOL HILL – The House of Representatives has passed into law a bill establishing the Juarzon Vocational and Technical Institute, a new institution aimed at expanding access to technical and vocational education in Sinoe County.
The decision came during Tuesday’s 11th Day Sitting of the First Quarter of the Third Session, following the presentation of a joint committee report from Education & Public Administration, Ways, Means and Finance, and Judiciary committees, all recommending approval.
The legislation, formally titled “An Act to Establish the Juarzon Vocational and Technical College,” is sponsored by Alex S. Noah and seeks to enhance skills development, promote employment opportunities, and strengthen human capacity for youths and citizens in the county. Following deliberations, Plenary voted overwhelmingly in favor, forwarding the bill to the Liberian Senate for concurrence.
Representative Noah expressed gratitude to his colleagues for supporting the initiative. “The young people of our county are excited about this opportunity,” he said. “Technical institutions prepare our brothers and sisters for practical skills in areas like tailoring, soap-making, and other trades. Establishing this institute ensures that education is accessible across all regions, not just in the capital.”
Noah also explained that the legislation underwent careful review, and the original designation as a “college” was revised to “institute” following a survey and assessment by the committees. “This aligns with the county’s educational infrastructure and ensures we provide relevant, skills-focused training while allowing for future expansion if needed,” he said.
The new institute is expected to serve as a center for vocational and technical learning, complementing existing higher education institutions and providing students with practical skills that can directly translate into employment opportunities.
“The establishment of the Juarzon Vocational and Technical Institute underscores our commitment to developing human capital and supporting youth empowerment in Sinoe County,” Noah said. “It adheres to our constitutional mandate to provide equitable access to education for every citizen.”
The House noted that technical and vocational education plays a critical role in national development, equipping young Liberians with the skills needed to enter the workforce and contribute to the country’s economic growth. Lawmakers emphasized that the institute will operate under government oversight, ensuring accountability, quality, and relevance of its programs.
Following Senate concurrence and presidential assent, the institute will begin the process of staffing, curriculum development, and infrastructure planning, with the goal of enrolling students in the coming academic year.
Noah called on both county residents and senators to support the initiative. “We look forward to speedy passage at all levels so that our youths can benefit from this opportunity without delay,” he said.
The establishment of the Juarzon Vocational and Technical Institute marks a significant step toward decentralizing education in Liberia, ensuring that practical skills training is not limited to urban centers, but reaches communities across the country, fostering local development and economic self-reliance.
