ZWEDRU, Grand Gedeh County — Authorities in Grand Gedeh County have allocated two acres of land for the construction of a modern southeastern regional headquarters of the Civil Service Agency (CSA), a move aimed at strengthening the government’s decentralization agenda and expanding public service delivery across the region.
The land, located within the County Administrative Compound in the New Zwedru Community, was announced Saturday, May 2, by Superintendent Alex Chersia Grant during the launch of the Health Workforce Baseline Study at Martha Tubman Memorial Hospital.
County Backs Regional Expansion
Following the announcement, Superintendent Grant escorted CSA Director-General Josiah F. Joekai Jr. to the proposed site for inspection, signaling the county’s commitment to hosting the agency’s regional operations.
“Grand Gedeh County serves as the southeastern regional hub. To ensure that civil service activities for the region are centralized here, the county administration is committed to providing two acres of land for the Civil Service Agency,” Grant said.
He further pledged the county’s support in mobilizing financial and material resources to kick-start construction.
CSA Welcomes Move as Reform Milestone
Dr. Joekai welcomed the allocation, describing it as a significant step toward advancing public sector reforms and decentralizing government services.
“This development strengthens our resolve to build a public service that is second to none in the region. It further motivates us to advance the vision of President Joseph Nyuma Boakai by bringing government services closer to the people,” he said.
Funding, Legal Processes Underway
The CSA boss disclosed plans to engage the Ministry of Finance and Development Planning, led by Augustine Kpehe Ngafuan, to secure funding for the project.
He added that discussions are already underway with the Liberia Land Authority (LLA) to begin formal land documentation and deeding processes.
Expanding Services Across Southeast
Upon completion, the regional headquarters is expected to provide a full range of CSA services to residents across Grand Gedeh, Sinoe, River Gee, Maryland and Grand Kru counties—improving access to government services in historically underserved areas.
Part of Nationwide Infrastructure Push
The project forms part of broader efforts by the CSA to expand its regional footprint. The agency is currently renovating its office in Tubmanburg, Bomi County, and advancing plans for another modern regional headquarters in Gbarnga, Bong County.
Officials say the expansion reflects a growing focus on decentralization as a pathway to improving efficiency, accessibility and responsiveness in Liberia’s public service system.
