GREENVILLE, Sinoe County — The Liberia Annual Conference of the United Methodist Church says strategic international partnerships are delivering measurable institutional and community impact, with nearly half a million dollars in targeted investments reinforcing governance, mission operations and social outreach across the country.
Delivering his Episcopal Address at the 193rd Session of the Liberia Annual Conference, Bishop Samuel J. Quire Jr., leader of the Liberia Episcopal Area, credited the Church’s recent stability and programmatic expansion to sustained collaboration with global and regional partners.

“Our successes are shared successes because of our partners,” Quire told delegates gathered in Greenville. “They have been made possible because you stood with us in the midst of our challenges. As we reflect on these partnerships and accomplishments, we do so with gratitude to God and renewed confidence in our shared mission.”
$450,000 in Programmatic Investment
At the center of the address was the Church’s partnership with the General Board of Global Ministries (GBGM), which Quire said has supported a consolidated portfolio of initiatives valued at approximately US$450,000, excluding in-kind contributions.
The funding and technical assistance have underwritten legal and justice support, asset protection, agricultural development, mission revitalization, Volunteers in Mission mobility and safety, and empowerment programs for women, girls, and youth. The support package also includes a mission vehicle to strengthen field operations.
Quire described the investment as “holistic and intentional,” arguing that it strengthens both internal governance systems and external community engagement.
“This consolidated investment reflects a holistic and intentional approach to strengthening governance, advancing community resilience, and deepening mission impact across the Liberia Annual Conference,” he said.
Broader Network of Support
Beyond GBGM, the bishop acknowledged a network of Methodist agencies and partner conferences whose collaboration he said has sustained institutional continuity during what he characterized as a season of profound challenge.
These include the General Council on Finance and Administration, the United Methodist Committee on Relief Global Health program, the Michigan Annual Conference, the Illinois Great Rivers Annual Conference, the General Board of Higher Education and Ministry and the Evangelical Methodist Church in Germany.
Quire also praised missionaries and Global Mission Fellows serving across the Episcopal Area, saying their presence has strengthened the Church’s witness and operational effectiveness nationwide.
He offered special recognition to Jean Claude Masuka Maleka, liaison at the General Board of Global Ministries, citing his “patience, professionalism and spirit of cooperation” in facilitating coordination between Liberia and international partners.
Institutional Renewal
The bishop framed the partnerships not merely as financial arrangements but as expressions of shared ecclesiastical responsibility.
“Partnerships remain living expressions of shared faith, shared responsibility and shared hope for the future of The United Methodist Church in Liberia,” he said, as the Conference presses forward with what he described as a journey of renewal and mission advancement.
The 193rd Session of the Liberia Annual Conference is being hosted by the Sinoe District Conference and co-hosted by the Barrabo, Garraway, Nana Kru, Kru Coast, Gee River and Cape Palmas district conferences. The gathering is convening under the theme “Mending the Broken Pieces,” drawn from Jeremiah 18:4–6.
