MONROVIA — Elsin Transport and Logistics is under investigation by the Environmental Protection Agency (EPA) for allegedly dumping a container of palm-kernel shells in violation of approved environmental procedures — a breach that could lead to fines and sanctions.
EPA Executive Director Dr. Emmanuel K. Urey Yarkpawolo disclosed the probe Thursday during an inspection of containers at the General Services Agency compound in Paynesville. He said the company ignored earlier instructions to follow strict disposal protocols.
“We have proof, but as we got here now, fresh information is that they already have disposed of some, which is totally against the procedure we told them,” Yarkpawolo said.
Violation of Protocol
The EPA said preliminary tests confirmed the kernel shells were not hazardous, but stressed the concern is about non-compliance with disposal rules, not toxicity.
“We’re going to suggest further investigation, and we’ll come up with findings and actions to be taken — what caused them to do that, and what the punishment should be,” Yarkpawolo added.
The agency has launched a physical inspection of the remaining container and pledged to publish lab results online once testing is complete.
“In the name of transparency, we will publish the lab results on our website. Anybody can take a sample and verify it independently. Science is exact, if it is done fairly and repeatable,” he said.
Public Concern Over Dumping
Yarkpawolo noted mounting public anxiety that Liberia could become a dumping ground for foreign waste.
“Liberia is not a dumping ground. We have the right to protect our environment and our people,” he declared.
The EPA said Elsin had earlier sought permission for disposal but failed to use an EPA-certified facility as required.
Company Responds
Jeston Bono, Elsin’s chief executive officer, told reporters that the container was discarded by staff without his knowledge.
He said the company will conduct its own internal inquiry into the incident.
The EPA said penalties will be determined following its full investigation and findings.
