Monrovia – The Debt Court of Monrovia has shut down the Colony Hotel Casino due to an unpaid debt owed by the management. According to our judicial correspondent, who was present at the scene, the court’s actions were executed based on a writ of execution for adverse claim action against Najib Kamand, the manager of the casino.

The court’s writ stated that the assets and interests of Mr. Najib Kamand, of Monrovia, Liberia, should be sold and exposed for sale. If the sum realized from this sale is insufficient, the court ordered the seizure of real properties. The management of the casino is required to pay the sum of $1,375,866.
Failure to pay this amount led to court sheriffs being instructed to lock down the property and place a court stamp on it. The court cited 1 LCLR page 35-Section 44.39 as the legal basis for the closure.
On June 24, 2024, Judge James E. Jones of the Debt Court of Montserrado County at the Temple of Justice ruled against the owner of the Colony Hotel, now Palm Spring Resort, and its casino, through its manager Najib Kamand, a Lebanese businessman. The court document ordered the restitution of $1,279,314 to Ms. Ding Shu Jun, a Chinese national, who reportedly gave Mr. Kamand physical cash for business purposes.
The ruling revealed that Mr. Kamand engaged in dubious and clandestine deals, collecting $1,206,900 from Ms. Jun at an interest rate of 6% for a business deal. It was also uncovered that Mr. Kamand had changed the name of Palm Spring Resort and Casino to Colony Hotel, creating the impression that the previous business had collapsed and a new management had taken over.
Our reporter noted that the casino was shut down by sheriffs of the Debt Court, while the management of the hotel accepted the court notice and allowed their guests a one-night stay, requesting them to depart by Tuesday, August 6, 2024.
Starting today, both the front and back gates of the property will be closed to the public. All business transactions will be on hold until further actions are taken through the restitution of all the monies or an appreciable amount is paid.
