CSA tightens controls on government workforce, mandates NDAs for civil servants

Monrovia – The Civil Service Agency (CSA) has announced new measures aimed at reinforcing discipline, transparency, and accountability within Liberia’s public sector, issuing directives that significantly impact how government institutions manage human resources and handle sensitive information.

In a press release issued Thursday, the CSA unveiled two major policy actions: the mandatory alignment of annual Human Resource (HR) plans with approved personnel listings, and the compulsory signing of Non-Disclosure Agreements (NDAs) by all civil servants.

Enforcing Discipline in HR Management

According to the CSA, the new directive is a push to ensure that all government spending entities operate strictly within their approved workforce structures. According to the Agency, all HR plans must now fully align with the official personnel listings jointly developed by the CSA and the Ministry of Finance and Development Planning (MFDP).

These listings serve as the authoritative framework governing staffing decisions for the fiscal year. The CSA emphasized that any deviation, whether through recruitment, promotion, transfer, or payroll adjustments, will be deemed irregular unless prior written authorization is obtained. The Agency warned that unauthorized HR actions risk disrupting budgetary allocations and undermining fiscal discipline.

As such, all discrepancies must be formally submitted for review before implementation. “This directive is intended to eliminate inconsistencies in personnel management and ensure that government institutions remain within their approved staffing and budgetary limits,” the CSA noted. Heads of institutions and HR Directors have been assigned primary responsibility for enforcing compliance. Failure to adhere to the directive could result in administrative sanctions, including the removal of unauthorized personnel from government payrolls pending proper regularization.

Mandatory NDAs to Safeguard Confidentiality

In a parallel move, the CSA has introduced a mandatory Non-Disclosure Agreement policy for all civil servants, both current and incoming. This requirement reinforces Section 59 of the Civil Service Human Resource Policy Manual, which obligates public officials to maintain strict confidentiality regarding government information.

Under the new rule, existing civil servants will be required to sign NDAs within a timeframe to be announced by the CSA, while new employees must complete the process before their employment is confirmed and added to the payroll. The Agency described the NDA requirement as a critical step toward strengthening institutional integrity and protecting sensitive government data. “The handling of official information must meet the highest standards of confidentiality and professionalism,” the CSA stated, adding that non-compliance could lead to serious consequences, including restrictions on payroll processing and potential review of employment status.
