CSA Breaks Ground for Southeastern Regional Headquarters, Sets 150-Day Completion Target

CSA officials break ground for southeastern regional headquarters in Zwedru, Grand Gedeh County

ZWEDRU, Grand Gedeh County — The Civil Service Agency (CSA) has broken ground for the construction of a regional headquarters in Zwedru, Grand Gedeh County, in a move expected to bring civil service operations closer to thousands of government workers across Liberia’s southeastern region.

The fully government-sponsored facility is expected to be completed within 150 days and will serve civil servants in Grand Gedeh, River Gee, Maryland, Grand Kru and Sinoe counties.

The project, being constructed by the Xcellence Group of Companies, will include a modern office complex and conference facility that CSA Director-General Dr. Josiah F. Joekai Jr. described as a “one-stop center” for civil service-related services.

Speaking at the groundbreaking ceremony, Joekai described the project as both “powerful” and “historic,” saying its completion will mark a major shift in how government services are delivered to public servants in the Southeast.

“Exceptionally, it is powerful and it is historic,” Joekai said. “When we break ground today, in 150 days, that’s about five months, we will come back here to dedicate a modern office complex and a modern conference facility.”

Joekai said the project will also help the government end the recurring cost of renting facilities while giving the CSA an opportunity to own, operate and manage its own regional infrastructure.

He said the facility is intended to eliminate the need for civil servants from the five southeastern counties to travel to Monrovia to resolve personnel-related matters.

“Our target is that when this project is completed, we equip it and staff it with the requisite professional staff that will serve the sub-region,” Joekai said.

The facility will be constructed on two acres of land within the County Administrative Compound in the New Zwedru Community. The land was provided by the Grand Gedeh County Administration to facilitate the project.

Grand Gedeh County Superintendent Alex C. Grant said the county administration did not hesitate to make the land available after Joekai informed him about the planned regional headquarters.

The project is being presented by the CSA as part of a broader effort to decentralize public administration and reduce the burden on civil servants who have historically traveled long distances to Monrovia for government services.

Rep. Jeremiah Garwo Sokan Sr., District One Representative and Chairman of the Grand Gedeh Legislative Caucus, welcomed the project, describing it as a tangible demonstration of government’s effort to bring governance closer to citizens.

“Today’s ceremony is a tangible demonstration of our collective commitment to bringing governance closer to the people of Liberia,” Sokan said.

He said public sector workers, job applicants and local government employees in the Southeast have for years endured “long, difficult, and costly travels to Monrovia” to process personnel records, complete credential verifications and resolve payroll and pension matters.

According to Sokan, the new facility will remove those physical and administrative barriers by providing CSA services within the region.

The CSA says the regional headquarters will support localized recruitment and testing, personnel verification, payroll integration, manpower planning, public-sector performance evaluation, capacity building and human-resource management.

Sokan also called on local leaders and residents to take ownership of the project and protect the facility once completed, stressing that it should serve as a long-term national asset.

The contractors, Xcellence Group of Companies, have pledged to complete the facility within the 150-day timeframe while ensuring that the structure meets the required construction standards.

The Zwedru headquarters is part of the CSA’s ongoing regional expansion, with similar office developments cited in Tubmanburg, Bomi County, and Gbarnga, Bong County, as part of efforts to establish a decentralized administrative network across Liberia.
