Monrovia — The Civil Service Agency (CSA) has officially launched a comprehensive personnel verification and payroll audit of the Monrovia Consolidated School System (MCSS), targeting both Government of Liberia (GOL)-paid employees and volunteer teachers across the system.
Speaking at a press conference on Wednesday, CSA Director General Josiah Joekai said the exercise aims to validate the list of volunteer teachers submitted by the MCSS and conduct a rigorous audit of all personnel records. The process will cover 27 schools under the MCSS, involving 977 GOL employees and 604 volunteer teachers.
According to Joekai, over 250 individuals will be processed daily at designated verification centers to ensure an efficient and transparent exercise.
“The verification and payroll audit is crucial to promoting transparency and accountability in the public sector,” he said. “It will also help clean the payroll by removing ghost names and verifying the legitimacy of those serving in our classrooms.”
CSA Adopts New Strategic Governance Documents
Meanwhile, in a related development, the CSA has officially adopted three key governance documents designed to guide the agency’s operations and strategic direction over the next five years.
The documents include a Five-Year Strategic Plan aligned with the government’s ARREST development agenda, a Financial and Procedures Manual, and a Consolidated Annual Work Plan for Fiscal Year 2025.
Joekai emphasized that these instruments are critical to enhancing institutional effectiveness, ensuring policy coherence, and aligning the agency’s activities with national development priorities.
“These documents not only reflect the goals and aspirations of the CSA but are also in full alignment with the ARREST agenda. They serve as an actionable roadmap for achieving the agency’s core mandate,” he noted.
The ARREST agenda — which focuses on Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism — forms the foundation of the current administration’s national development strategy.
