MONROVIA — Newly appointed Executive Director of the Liberia Refugees Repatriation and Resettlement Commission (LRRRC), Cllr. Jerror Cole Bangalu, has pledged sweeping reforms at the institution, promising to modernize its operations and strengthen protection for vulnerable populations amid evolving migration and displacement challenges.
Bangalu was appointed on January 31, 2026, by President Joseph Nyuma Boakai, Sr., in what the administration describes as part of efforts to reposition the Commission to respond more effectively to Liberia’s growing migration pressures, including refugees, deportees, internally displaced persons, and cross-border movements.
Before his reassignment, Bangalu served as Minister of Youth and Sports, where he worked on youth development initiatives. His new role places him at the center of Liberia’s refugee and migration governance, a sector increasingly shaped by regional instability and shifting humanitarian realities.
Speaking at his official takeover ceremony, Bangalu said the LRRRC must no longer operate under outdated structures, warning that the Commission’s mandate has expanded beyond what it was originally designed to handle.
“The LRRRC can no longer operate as a single-issue institution of the past. The world has changed, migration has changed, and Liberia has changed,” he declared.
He stressed that Liberia’s migration and displacement realities now demand a stronger national response, improved coordination, and a more professional institutional framework.
Bangalu outlined several priorities he intends to pursue, beginning with advocating for amendments to the law establishing the Commission to reflect its expanded responsibilities.
He also announced plans to develop a realistic national work plan to guide the institution’s operations and ensure its interventions are measurable and aligned with national priorities.
In addition, Bangalu disclosed that he will form a high-level policy group to support reform efforts and improve coordination among government institutions and partners working on migration and displacement issues.
The LRRRC boss also promised an internal review aimed at strengthening staff capacity and improving overall institutional performance.
He emphasized that reforms will be professional and geared toward making the Commission more efficient, responsive, and capable of delivering services to people affected by displacement.
Bangalu said establishing a reliable data management system will be a central pillar of his administration, arguing that effective policy-making requires accurate and timely information.
“Policy without data is guesswork, and guesswork has no place in protecting vulnerable lives,” he said.
He noted that improved data systems will help government better plan and respond to migration and displacement trends, including sudden influxes and humanitarian emergencies.
Bangalu disclosed that the Commission will study the recent influx of migrants into southeastern Liberia and work toward sustainable solutions.
He also said his administration will prioritize resolving the situation of remaining Ivorian refugees in Liberia, many of whom have lived in the country for years following political crises in Côte d’Ivoire.
In addition, he announced plans to establish modern reception centers that meet international standards to ensure migrants and displaced persons are received and managed under humane conditions.
Bangalu further highlighted the need for stronger donor partnerships and increased funding support, stressing that the Commission’s expanded responsibilities require adequate resources.
He said LRRRC will engage development partners to mobilize support while also advocating for increased government investment in migration management.
Bangalu assured Liberians that under his leadership, the LRRRC will focus on protecting displaced persons while managing migration in a manner that respects human dignity and national security.
He said the Commission will pursue reforms that balance humanitarian obligations with Liberia’s broader governance and security interests.
