MONROVIA — A 17-year-old girl has disclosed that a 29-year-old man allegedly took her from a roadside spot where she said she had nowhere to sleep, had sex with her overnight and gave her money the following morning after allegedly promising her L$500 — a disturbing account that has prompted the Ministry of Gender, Children and Social Protection to engage the Liberia National Police to apprehend the alleged perpetrator and establish the teenager’s welfare.

The revelation surfaced over the weekend in a roughly three-minute video published by Kiss The Blogger, a social media platform. The footage showed the teenager and the man, identified only as “Opee,” being interviewed about the alleged encounter.

The video has since sparked public reactions and drawn government attention, with the Gender Ministry condemning both the alleged incident and the way the teenager was publicly interviewed about such a sensitive matter.

The Liberian Investigator is withholding the teenager’s name and other identifying details because she is a minor and an alleged survivor of sexual abuse.

During the recorded interview, the teenager said she is 17, while Opee confirmed that he is 29.

She alleged that she was sitting alone near what she described as a tire shop when Opee approached her and offered to take her to his house, telling her that his girlfriend had traveled to Sinoe.

The teenager described the location as a place where she regularly sits because she has nowhere else to go.

“So I was sitting down then he told me I should follow him to his house because his woman ‘go’ Sinoe,” she said.

According to the girl, there was initially no agreement that she would receive money for sex. She claimed Opee was the person who offered to give her L$500.

“I didn’t charge him; he was the one who told me he would give me L$500,” she said.

“We didn’t talk about money; he was the one who said he would give me L$500,” she added.

During the interview, the teenager was asked to display the money and showed cash that had been folded in her left hand.

The teenager said she is not attending school and currently lives with her grandmother. She disclosed that her father is dead and that her mother lives elsewhere.

“I am living with my grandma. My father is not living,” she said.

She also expressed regret over the encounter and complained of pain in her lower abdomen afterward.

The teenager further alleged that she saw Opee drinking “Brown Tap,” which she described as a sexual enhancement beverage. According to her, she later wanted to leave the house but Opee would not allow her to do so.

“I wanted to go home but he said no,” she alleged.

In the same video, Opee acknowledged having sexual contact with the teenager and said he was unhappy about what happened. He said he met her around the Duala Market area, particularly near a local tire shop.

Opee, however, disputed the teenager’s claim regarding the amount of money involved. Instead of L$500, he claimed he gave her L$2,000, including L$1,500 for a medical checkup.

“I gave her L$2,000 with L$100 notes among the money,” he said. “I told her to take L$1,500 to go do a checkup.”

His statements in the video do not establish the full circumstances surrounding the encounter, which authorities say they are investigating.

Reacting to the video, the Ministry of Gender, Children and Social Protection strongly condemned what it described as a disturbing situation involving a teenager and a 29-year-old man.

The ministry also criticized Kiss The Blogger for publicly recording and posting the interview rather than immediately reporting the matter to law enforcement and child-protection authorities.

In a statement, the ministry said it was “taken aback” by the blogger’s approach, saying the matter should have been immediately reported to the nearest police station.

According to the ministry, whether the video was produced for content, entertainment or another purpose, “the circumstances depicted are deeply troubling, disturbing, and unacceptable.”

“The Ministry considers any content that exposes, bullies, sensationalizes, or potentially exploits a child in such a manner as inappropriate,” the statement said. “However, the Ministry is making frantic efforts to establish contact with the blogger to further understand the circumstances that led to the video, and to identify the survivor.”

The ministry said it has promptly engaged the Liberia National Police to help apprehend the alleged perpetrator and anyone associated with the incident.

It said the LNP has assured authorities of its full support and cooperation as efforts continue to establish the facts surrounding the matter and determine the teenager’s whereabouts and welfare.

The ministry also cautioned the Bloggers Association of Liberia and the wider blogging community to exercise the highest degree of responsibility, professionalism and sensitivity when producing and distributing content involving children.

“Meanwhile, the Ministry remains firmly committed to protecting the rights, dignity, safety, welfare, and best interests of every child in Liberia,” the ministry said.

“We will continue to work closely with the Liberia National Police and other relevant authorities to ensure that the facts surrounding this matter are thoroughly established and appropriately addressed in accordance with the law.”
