Senate to Begin Public Hearing on Controversial Destination Inspection Contract

MONROVIA — The Ad-Hoc Committee of the Liberian Senate will commence the first of two public hearings on Wednesday, June 12, 2024, to scrutinize the Destination Inspection (DI) Contract between the Government of Liberia and MedTech Scientific Limited. This initiative aims to address concerns surrounding the legitimacy and operations of the contract.

The Senate Press Release detailed that the hearings will start at 11:00 AM and will feature testimony from key stakeholders, including the management of Global Tracking Maritime Solutions (GTMS), the National Port Authority (NPA), the National Investment Commission (NIC), the Ministry of Finance and Development Planning (MFDP), the Public Procurement and Concession Commission (PPCC), the Ministry of Commerce and Industry (MoCI), and the Liberia Revenue Authority (LRA).

This contract was established between the Liberian Government and the Container Tracking Network (CTN) via the NPA and GTMS, prompting a thorough review by the Senate to ensure compliance with Liberian laws.

The second public hearing is scheduled for Monday, June 17, 2024. It will include discussions with the LRA, MoCI, Ministry of Justice, Notre Dame, MedTech Scientific Liberia, Ltd., MedTech Scientific Inspection Services, NIC, MFDP, and PPCC. These sessions aim to address additional critical issues and further clarify the contract’s legitimacy and operations.

Senator Amara M. Konneh of Gbarpolu County, Chair of the Ad-Hoc Committee, briefed the Senate Plenary, revealing that the Committee has obtained essential documents from all relevant stakeholders. The documents are part of the ongoing process to ensure that the contract complies with existing Liberian laws.

Sen. Konneh emphasized that the Committee’s initial findings and recommendations are based on a comprehensive review and responses to their clarifying questions. The public hearings are expected to provide a transparent platform for addressing any controversies surrounding the DI contract, ensuring accountability and adherence to legal standards.
