MONROVIA — The Financial Intelligence Agency (FIA) has flagged officials of the Monrovia Consolidated School System (MCSS) in an alleged financial misconduct scheme — with a particular focus on one Sonita Dangan.
In a confidential report submitted to the Liberia Anti-Corruption Commission (LACC), the FIA alleges that Dangan, an employee of MCSS, is at the center of a troubling web of questionable financial transactions, including receiving large sums of money from a suspected associate of Sky Insurance.
The report, dated April 8, 2025, and signed by FIA Officer-in-Charge Mohammed A. Nasser, recommends a full-scale investigation by the LACC.
According to the report, Dangan allegedly received 8.1 million Liberian dollars in checks from Kabineh Keita, a suspected employee of Sky Insurance, which she deposited into her recently reactivated account at Sapelle International Bank (SIB). The FIA found no documented business relationship between Dangan and Keita to justify the transactions.
The report further implicates MCSS Superintendent James A.S. Momoh in a separate scheme involving the alleged monetization of a government-sponsored scholarship program. The program, designed to send MCSS teachers abroad — particularly to India — was allegedly manipulated by MCSS officials to extract unauthorized payments from participating teachers.
While the Government of Liberia reportedly covered travel costs, MCSS administrators allegedly charged each teacher $920 under false pretenses. The FIA suspects the funds were diverted for personal use, with Momoh allegedly playing a central role.
Financial analysis of Dangan’s bank account showed it had been dormant from mid-2022 until September 2024. Shortly after being reactivated, the account reportedly received the suspicious deposits.
Given the absence of documentation to justify the transactions — and the alleged link between Dangan and Superintendent Momoh — the FIA is urging the LACC to investigate Dangan, Keita, and the MCSS administration under Liberia’s anti-corruption laws.
The FIA cautioned that its findings are intended solely for investigative purposes and should not be used in court unless formally substantiated.
Meanwhile, MCSS has promised to respond to the allegations at a later date.
