Irish Ambassador Talks with LRA Boss on Boosting Revenue Growth

Paynesville – The Ambassador of Ireland to Liberia, Gérard Considine, has held a productive discussion with Liberia Revenue Authority (LRA) Commissioner General James Dorbor Jallah and senior officials, focusing on strengthening collaboration to accelerate domestic resource mobilization and boost revenue growth.

The talks highlighted both parties’ commitment to fostering transparent, fair, and efficient tax administration in Liberia, a key element of Ireland’s broader support for governance and institutional capacity building. Discussions centered on capacity development for LRA staff, the digitalization of tax systems, and the expansion of real property tax collection.

Ambassador Considine, during the meeting at the LRA headquarters on October 24, 2024, reaffirmed Ireland’s dedication to supporting Liberia’s efforts in revenue generation through domestic resource mobilization and physical decentralization. He emphasized the importance of “people-to-people” collaboration to advance capacity-building initiatives and commended Commissioner General Jallah and his team for their relentless efforts to ensure lawful revenue collection amidst challenges faced by the tax authority.

Ambassador Considine also highlighted Ireland’s ongoing support for the LRA’s real property tax expansion project in Buchanan, Grand Bassa County, implemented by UNDP Liberia. Since its launch in 2023, the initiative has successfully identified and registered over 10,000 properties, significantly enhancing the county’s revenue collection potential.

In addition, the Ambassador reiterated Ireland’s commitment to broader initiatives in Liberia, including accountability, gender equality, food security, nutrition, and climate action, which are integral to Ireland’s embassy mission strategy.

Commissioner General Jallah expressed profound appreciation to the government and people of Ireland for their unwavering support to the LRA. He particularly praised Ireland’s scholarship program, which has provided LRA staff with advanced educational opportunities, contributing to the authority’s improved performance.

Reaffirming the LRA’s dedication to overcoming challenges and driving revenue growth, CG Jallah emphasized the Authority’s focus on achieving the billion-dollar revenue target. He stressed the importance of continued support in areas such as technological advancement, real property identification, the establishment of a national cadastral system, and enhancing Liberia’s addressing system to strengthen tax collection efforts.

Commissioner General Jallah also encouraged the Irish Embassy to explore opportunities for experience-sharing with Ireland’s tax administration to further enhance skills and knowledge exchange between the two countries.

Ambassador Considine’s visit comes after recent visits of the EU Delegation to Liberia as well as the Country Representative of the of the International Monetary Fund.
