NLA Director General Peter Solo announced gaming reforms that include centralized transaction monitoring and a levy of up to 1% of operators’ gross gaming revenue.

MONROVIA — The National Lottery Authority (NLA) has introduced sweeping regulatory reforms aimed at tightening oversight of Liberia’s lottery and gaming industry, including real-time monitoring of gaming transactions, stricter licensing requirements and a levy of up to 1% on operators’ gross gaming revenue to support vulnerable populations and community development initiatives.

The reforms, contained in Regulation 005 of 2026, also establish new standards for gaming machines, advertising, minimum paid-up capital and regulatory fees as the government moves to strengthen transparency, consumer protection and accountability across the sector.

NLA Director General Peter L. Solo disclosed that the regulation was adopted by the authority’s board of directors on April 29, 2026, and took effect following its publication in the Official Gazette of the Republic of Liberia on Oct. 1, 2026.

According to Solo, the National Lottery Authority issued the regulation under the National Lottery Authority Act of 2014 as part of implementing the institution’s five-year strategic plan.

Speaking at a news conference, Solo said the reforms respond to changes in the gaming industry, particularly the expansion of digital platforms, online lottery services and mobile-money transactions.

“The gaming sector is changing rapidly, with digital platforms, online lottery services, and mobile-money ecosystems reshaping how people play,” Solo said.

“Regulation 005 gives Liberia a modern, transparent, and enforceable framework that protects players, rewards responsible operators, and directs a share of gaming revenue back to the communities that need it most.”

A major component of the regulation is the establishment of a Central Lottery Management System (CLMS), designed to provide real-time monitoring, auditing and reporting of gaming transactions conducted by licensed operators.

Under the new framework, the NLA will procure and administer the centralized system, which is intended to strengthen regulatory supervision and improve the authority’s ability to track gaming activities.

Solo explained that connecting to the CLMS will become a mandatory condition for maintaining an operating license following a 180-day transitional period.

The system is expected to comply with international regulatory standards, including those associated with the African Lottery Association, World Lottery Association and Gaming Regulators European Forum.

The regulation also introduces cybersecurity and data-management requirements, including compliance with ISO/IEC 27001 standards, mandatory reporting of security breaches within 24 hours and retention of financial and compliance records for five years.

Another major provision establishes a Good-Cause Levy of up to 1% of operators’ gross gaming revenue, creating a dedicated funding mechanism for social welfare and community development programs.

Solo clarified that the levy will apply strictly to operators’ gross gaming revenue and will not be imposed on players’ deposits or winnings.

Revenue generated through the levy will be directed to the Responsible Gambling and Social Contribution Fund, which will finance assistance for persons with disabilities, elderly citizens and orphans.

The fund will also support treatment for gambling-related harm, community development initiatives and public awareness campaigns on responsible gambling.

The NLA director general said the initiative is intended to ensure that revenue generated by the gaming industry contributes to social programs benefiting communities across Liberia.

In addition to the financial and technological reforms, the regulation introduces stricter requirements governing the importation and operation of gaming machines.

Under the new rules, gaming machines must meet standards established by the NLA and obtain a Clean Report of Findings before being imported into Liberia.

The requirement is intended to strengthen regulatory control over gaming equipment entering the country and ensure compliance with the authority’s technical standards.

The regulation further introduces advertising and marketing standards, minimum paid-up capital requirements and a revised regulatory fee schedule for gaming operators.

These provisions form part of the NLA’s broader effort to standardize industry operations and strengthen compliance with licensing requirements.

Meanwhile, Solo said the authority will develop a Corporate Social Responsibility and Welfare Policy within 90 days, focusing on responsible gambling, youth education, healthcare, and sports development.

The policy is expected to set guidelines for social contributions and welfare initiatives in the gaming industry.

The National Lottery Authority, established under the 2014 law, regulates lottery and gaming activities in Liberia.

The institution said implementing Regulation 005 of 2026 is part of its commitment to consumer protection, regulatory transparency, and a more accountable gaming industry.
