Court Lets Finda Bundoo’s US$8M Bond Stand, Drops Order for More Security

MONROVIA – Former Executive Mansion Chief of Protocol Nora Finda Bundoo no longer has to post an additional US$1.34 million in security after Criminal Court ‘C’ ruled that her US$8 million insurance bond is sufficient to ensure her appearance at trial.

Judge Ousman F. Feika granted the bond filed by American Underwriters Group Insurance Company and Accident and Casualty Insurance Company, reversing his own Sept. 1 finding that the bond fell US$1,342,280 short. He accepted the defense argument that American Underwriters bonds tied to two other cases had been freed up because those cases had ended.

The dispute turned not on the bond’s face value but on whether American Underwriters had enough unencumbered bonding capacity once its obligations in other cases were counted.

Feika set the US$8 million requirement July 21, when he rejected an earlier property valuation bond and ordered that Bundoo be released only after filing a new criminal appearance bond in that amount, according to the Judiciary. Her lawyers filed the insurance bond Aug. 3.

Prosecutors objected, and the defense moved to justify the sureties. On Sept. 1, Feika found that the insurers’ combined bonding capacity left a US$1,342,280 deficiency and gave Bundoo 30 days to provide additional security.

In a bill of information filed Sept. 18, Bundoo’s lawyers argued that the court’s count of American Underwriters’ outstanding obligations included bonds from concluded cases. They cited a US$1 million bond in a matter involving Samuel R. Enders, which they said was resolved by a Supreme Court judgment dated May 20, 2026. They also presented clerk’s certificates for other bonds, including US$300,000, US$120,000, US$53,919, US$54,000 and US$45,000.

The lawyers said those bonds should no longer be counted as active because the cases had ended or the bonds could not be traced in the courts concerned. They put the total at US$1,586,419, which they said exceeded the shortfall by US$244,139.

The ruling does not address the merits of the case. Bundoo and her co-defendants were indicted on Nov. 5, 2025, by the Republic of Liberia through the Assets Recovery and Property Retrieval Task Force and the Ministry of Justice. The case remains pending before Criminal Court ‘C’.
