Integrity Watch Liberia Reviews ArcelorMittal, Bea Mountain Mining Deals

MONROVIA — Integrity Watch Liberia (IWL) has commissioned an independent civil society-led assessment of the Mineral Development Agreements involving ArcelorMittal Liberia and Bea Mountain Mining Corporation. The focus is said to be on fiscal integrity, environmental compliance and benefits to mining-affected communities.

The assessment will examine whether the two mining companies are meeting obligations under their respective agreements and determine whether the Liberian government and affected communities are receiving the anticipated benefits.

Addressing the media Tuesday in Monrovia, IWL Monitoring and Evaluation Officer Eliza Attu said the review will focus on four key areas: fiscal integrity and economic benefits, production verification and revenue assurance, environmental compliance, and community development performance.

It will scrutinize tax and royalty payments, government equity and dividends, production and export reporting, environmental management and rehabilitation, and commitments to communities affected by mining operations.

According to Attu, the assessment will review the companies’ Mineral Development Agreements and amendments, financial and annual reports, production and export data, LEITI records and relevant government documents.

The process will also include interviews with government institutions and mining company representatives, consultations with affected communities, and site visits.

Attu disclosed that IWL has engaged AOKO Tax and Strategy Consultants to conduct the assessment and produce an independent, evidence-based report outlining findings, gaps, risks and areas that may require further attention from policymakers, regulators, civil society organizations and other stakeholders.

IWL says the assessment is expected to contribute to broader discussions on transparency, accountability, revenue mobilization, environmental compliance and community development within Liberia’s mining sector.
