Liberia Launches Digital Border Control System at Roberts International Airport

Margibi County — Liberia has launched a digital border management system that will replace manual tracking at Roberts International Airport beginning June 1, as the Liberia Immigration Service moves to modernize entry and exit controls through a technology partnership with a Thai firm.

The e-Border Solution Foundation Pilot Project was unveiled at a ceremony at the Farmington Hotel near the airport, bringing together senior government officials, lawmakers, development partners and security stakeholders. LIS Commissioner General Elijah F. Rufus described the initiative as a critical operational bridge toward a comprehensive nationwide E-Border Solution.

“It is with profound honor and great pride that we gather here today for the official Go-Live ceremony of the Liberia E-Border Solution Foundation Pillar Project,” Rufus said.

The system is designed to move Liberia away from fragmented, largely manual border tracking toward a technology-driven environment built for efficiency, accountability and security. Rufus said it will strengthen national border security, improve immigration management, enhance data collection and analytical capabilities and support evidence-based decision-making across agencies responsible for border governance.

The project is being implemented in partnership with SOMAPA IT, a technology company whose engineers are currently deployed in Liberia assisting LIS personnel with system installation, technical training and live operational support. Chief Executive Officer Subhaprasert Wongsuwan said the company’s approach is deliberately collaborative. “We do not deliver a completed system and expect countries to simply adopt it,” he said. “Instead, we work closely with stakeholders to develop solutions tailored to national needs.”

Wongsuwan added that SOMAPA IT has worked with LIS in several areas, including training personnel in advanced border management technologies, and said the firm remains committed to working alongside Liberia through full implementation.

The pilot’s first phase will focus on digital entry and exit management at Roberts International Airport, giving immigration authorities improved tools to monitor, process and manage traveler movements. A successful rollout is expected to pave the way for a nationwide expansion of the system.

The initiative drew strong support from the Legislature. Sen. Cyrus Momo, chairman of the Senate Committee on National Security and Defense, praised development partners for backing the modernization agenda and pledged to advocate for sustained legislative funding to ensure the project’s long-term sustainability.

Officials at the ceremony emphasized that modern border management technology has become essential for addressing emerging security threats, facilitating legitimate travel and trade and improving immigration service delivery.
